Voting Brexit Party for Welsh independence

In June 2016 I explained why I was voting for Brexit in a post on this blog entitled, ‘EU Referendum: Why I Want OUT!‘ I followed it up after the referendum with ‘Brexit, Wexit: Things Can Only Get Better!’

I’m telling you this in the hope of proving that what follows is both intellectually and on all other levels consistent with what I wrote three years ago. Consistency being in short supply in Welsh politics at the moment.

AS I WAS SAYING . . .

I explained in June 2016, with the six points reproduced below, why I believed Brexit could result in Welsh independence.

  • We shall lose the EU hand-outs and these will not be replaced by Westminster.
  • Leaving the EU will result in economic meltdown.
  • The City of London will be replaced as Europe’s No 1 financial centre.
  • Brexit is fundamentally English nationalism.
  • Post Brexit the UK will experience the most repressive and anglocentric government ever known.
  • Scotland will probably become independent.

Since writing that I have also come to believe that the Brexit shambles, and the possibility of a hard border in Ireland, could well result in a reunified Ireland.

I concluded my pre-referendum piece in June 2016 with, ‘If you care about Wales, and if you want to see Wales survive and prosper as a nation in her own right, then you must vote to leave the European Union as the precondition for leaving the United Kingdom’.

I wrote that because I hoped for the debacle we see now, the confusion of political parties imploding and new ones appearing out of nowhere, with the emergence of an intolerant English nationalism that tries to shout everybody else down. I also wanted economic collapse. Does that make me irresponsible? Maybe, but only in the short term.

After the referendum Plaid Cymru’s leadership should have sat down, held hands, and engaged in an honest discussion in the hope of figuring out why so many Welsh people had gone against its recommendation and voted to leave the EU.

Had they done so they might have realised that many Welsh voters were pissed off with falling standards in health, education, housing and so many other fields; and they were relatively poorer than they’d been ten or twenty years earlier, with their concerns ignored by politicians they felt to be ‘distant’ and out of touch.

So they allowed themselves to be seduced and they took their frustrations out on the EU by voting for Brexit.

An honest inquiry like that should have made Plaid Cymru realise that many Welsh people were pissed off enough to vote for Brexit because devolution had failed them due to the ‘Welsh’ Labour Party being less than useless.

But when presented with the ever-open goal of England’s management team in Cardiff Bay Plaid Cymru always prefers to put the ball over the bar.

Wales voting for Brexit was as much due to Labour’s and Plaid Cymru’s inadequacies as it was to London’s neglect, proven by the situation in Scotland. There the SNP took Labour on in a no-holds-barred struggle – and won. With the result that since the SNP took control in 2007 things have visibly improved across the board for most Scots, and this influenced their vote in the EU referendum.

For by 2016 not only was Scotland doing much better than Wales by every measurable criterion, but the SNP had successfully convinced a majority of Scots that any problems affecting them could be attributed to London, not Brussels.

Plaid Cymru’s failure to emulate the SNP’s success was due to the party spending almost two decades doing no more than a little light sparring with Labour prior to elections. The enemy was always ‘them wicked Tories, innit’, even when the Conservative Party was in opposition in Westminster!

A major reason Wales voted for Brexit in 2016 was Plaid Cymru’s failure to emulate the SNP. Worse, when not cwtching up to Labour the party was pushing a discredited ideology and obsessing over ‘niche issues’ rather than the everyday concerns of real Welsh people.

Plaid Cymru is now repeating past mistakes by linking up with groups like the Green Party that view Brexit, and Wales, through an Englandandwales prism. But it has no alternative because it failed to create a Welsh dimension for Brexit.

RED QUEEN TOPPLED, PAWNS FIGHT ON!

Since the overthrow of the Red Queen it appears that Plaid Cymru has, confusingly, moved further to the left! Not only that, but the party has reneged on its 2017 election promise to secure the best Brexit deal for Wales by recently coming out as a hard-line Remain party.

Both these trends were in evidence a week last Saturday at the All Under One Banner Cymru march in Cardiff. Not only was the event restricted to Plaid Cymru and its offshoots but there was as much if not more talk of socialism and EU membership than of Welsh independence.

One speaker, Sandra Clubb, of Undod – Plaid’s ‘independence-but-only-if-it-means-a-socialist-dystopia’ group – even called for a socialist feminist republic. I bet that would be jolly!

Consider this: Plaid Cymru was never able to shake off the perception that it’s a party for Welsh speakers. This belief limited the party’s appeal and cost it the votes of otherwise well-disposed, Welsh-identifying anglophones.

Rather than learning from this difficulty Plaid Cymru is now further limiting its appeal by saying, ‘We are the party of independence – but also a socialist party wanting EU membership’. Thereby alienating non-socialists and those none too keen on the EU . . . in a country where the majority voted for Brexit!

This self-destructive positioning can only happen when there is a monumental misjudgement of the public mood brought about by echo-chamber ‘debates’. Social media does indeed have a lot to answer for.

As for the undoubted increase in support for independence, this is due to the same anger as influenced the Brexit vote – but with three more years of it! And there are more who feel this way.

With growing numbers of people increasingly pissed off it’s inevitable that some will look with fresh eyes at Welsh independence. But this has little or nothing to do with anything Plaid Cymru has done.

Yet we see Plaid Cymru trying to ride this wave, and even control it, by presenting itself as the only party offering independence. Which explains why Ein Gwlad was not even informed of the Cardiff march, let alone invited to participate.

One obvious manifestation of this mood has been YesCymru.

A GOOD IDEA BEING SUBVERTED?

I was so glad to see the emergence and growth of this new movement, bringing many new faces into the independence tent by avoiding ideologies and having no links with any political party – as is the case with All Under One Banner in Scotland. But it couldn’t last.

That’s because despite having made little or no contribution Plaid Cymru still wants to both capitalise on and control the growing mood for radical political change within Wales. While also being the local franchise for a UK-wide anti-Brexit movement of the woke and the ‘progressive’.

My understanding of YesCymru is that it’s a loose collective of independent local groups. But to counter centrifugal tendencies it has a Central Committee, and a Constitution. Towards the end of last year, first at an Annual General Meeting, and then at an Emergency General Meeting, both were changed to personnel and rules more attuned to the thinking of Plaid Cymru’s leadership.

To cover all the bases, in January, Plaid Cymru launched Undod, an outright socialist group, which as we’ve seen, is calling for a socialist feminist republic. Now some tell me I’m out of touch, so maybe there are tens of thousands marching for this feminist republic. If so, they have not marched past Château Jacques.

And although YesCymru maintains the pretence of being ‘a non-party political grassroots organisation’, this pretence is wearing a little thin. A couple of recent incidents will explain what I mean, in relation to both the EU and Plaid Cymru.

Last Wednesday, Nigel Farage visited Merthyr, and the local branch of YesCymru was out protesting. More than that, they blocked a road to stop people from attending the Brexit Party rally.

Then on Saturday, when Plaid Cymru was out leafleting in Chepstow, the local YesCymru crew turned up in support.

We’ve seen (in the passage of the Constitution I linked to above) that YesCymru claims to be ‘non-party political’, but what does the Constitution say about the EU?

That reference to ‘the wider European family’ could mean cousin Helmut in Düsseldorf, but I suspect it hints at something else.

If you’re going to write something as soppy and vacuous as what we see in the panel above then why not start with something along the lines of, ‘A new relationship based on mutual respect between the nations of these islands’ before moving on to Europe and the wider world?

Though in fairness, I must say that many YesCymru branches do remain ‘non-party political’, and also avoid the Brexit debate. Using a rule of thumb, the further a YesCymru branch is from the poisonous influences of Cardiff Bay the more likely it is to be true to YesCymru’s espoused principles of neutrality and focus on independence.

WAITING IN THE WINGS

As a student of history, I know that Welsh independence is more likely to emerge from political chaos and economic disaster than from the Tory party anchoring itself on the centre right, Farage’s new party imploding, ‘Welsh’ Labour and its third sector continuing to run Wales (down), the UK remaining in the EU, and Plaid Cymru . . . well, just being Plaid Cymru.

For these, or any combination of them, will keep Wales in the UK.

Which is why I have always believed that leaving the EU acrimoniously and using the resultant shitstorm to our advantage will be the best outcome for Wales in the long run. I say that because this election on Thursday isn’t really about the EU, or Brexit; it’s a preliminary skirmish for an impending conflict to determine who controls the UK.

In Scotland, the SNP is using the 2016 Remain vote to push for a second independence referendum that it might well win. Across the water, la revanche du berceau continues to undermine Unionist supremacy, with the possibility of more moderate non-Catholics preferring unification with a now secular and prosperous South to remaining in a poor, bigot-heavy statelet.

Quite possibly the Brexit Party will cobble together a manifesto and stand in the next general election – which might be called before the year is out – which means we might end up with a coalition of Boris Johnson, Jacob Rees-Mogg and Nigel Farage.

Of course, such a troika will need to reach out beyond England, but it already has allies north of the border and in the Six Counties in the form of the Conservative and Unionist Party, the DUP, Orange Lodges, Glasgow Rangers fans and assorted Loyalist gangs.

And they’re already on the streets. Saturday saw a little sabre-rattling in Glasgow.

There are dark forces waiting in the wings, using organisations and groups like those in the panel above. These shadowy elements are determined to gain power by one route or another. (And I’m not the only one who sees this.) Which is why nothing must distract us from the bigger picture and the best interests of our people.

Voting for the Brexit Party and encouraging their shadowy friends to show their hand is more likely to draw a response that results in Welsh independence than voting for Plaid Cymru in a meaningless election when the party’s long-term objective seems to be – wait for it! – a return to the status quo ante referendum!

Do you recall those halcyon days, boys and girls? When Wales was a land of milk and honey (or beer if you preferred); those talented and imaginative politicians in Cardiff Bay ruled wisely, making all corners of our land prosperous, and we all danced in the streets shouting, ‘Good old Carwyn, may he reign forever!’

Cos I must have missed it.

CLARIFICATION: From the many comments received to my Facebook page it seems that some people think I actually support the Brexit Party. Let me explain . . .

The Brexit Party and their shadowy friends are the means to an end. Socialists will understand this as ‘raising the revolutionary consciousness’ of the masses. Putting it bluntly, Dai Public is more likely to want independence after a kick in the nuts than yet another patronising pat on the head.

Call me cynical, call me an absolute bastard, but I’m a realist, and I know that just drifting along as we have done for 20 years – which is what Plaid Cymru wants – will get us nowhere.

It was neatly summed up in a letter in today’s Western Mail where someone concluded by saying that Brexit would result in “economic collapse and the breakup of the UK”.

Which is exactly what I’m saying. Short-term pain for long-term gain.

Devolution as Prozac

But first . . .

A LESSON FROM HISTORY

Following victories over the Persians at Salamis (480 BC) and Plataea (479 BC), and with mainland Greece liberated, the Spartans withdrew from their leadership of the wartime alliance. Athens seized the opportunity and in 478 BC created the Delian League.

Athenian greed and heavy-handedness soon made the other city-states realise that what they’d thought was an alliance of equals was nothing of the kind. Everything now flowed to Athens and the other city-states were little more than colonies. The League’s treasury was used to enhance and glorify Athens, funding prestige projects such as the Parthenon.

Eventually, the other city-states could take no more and rebelled. They appealed to Sparta for help and so began the Peloponnesian War, which ran, in three phases, from 431 BC to 404 BC. At the end of the war Athens was defeated and ruined, Thebes and Corinth even wanted to destroy the city and enslave its citizens, but Sparta said no.

The Peloponnesian War was bloody and destructive. Due to Athenian selfishness the other Greek states were even prepared to seek Persian help in bringing her down and ending the golden age of Greece.

Two news items this week have reminded me of Athens and the Delian League.

BACK TO THE 1960s

The first was that the ‘Welsh’ Government will not back the Circuit of Wales in Ebbw Vale. This is something most of us knew weeks ago, it’s why announcing the decision was postponed until after the general election.

But don’t worry! Economy and Infrastructure Secretary, Ken Skates, softened the blow with: “The Welsh Government is therefore today committing to building a new automotive technology business park in Ebbw Vale, with funding of £100million over 10 years, with the potential to support 1,500 new FTE jobs. We will begin this work with the delivery of 40,000 sq ft of manufacturing space on land currently in public ownership.”

So the ‘Welsh’ Government kills off the Circuit of Wales yet still plans to build an ‘automotive technology park’ in Ebbw Vale. Apart from Ferrari’s Cafe what links does Ebbw Vale now have with the automotive industry? Or to put it another way, after 18 years of devolution and ‘Welsh’ Labour rule we’ve gone back to the 1960s with depressed areas offered nothing better than industrial parks. God Almighty!

But this saga may not be finished, for what if the scheme’s backers are able to find full private funding for the venture, will the ‘Welsh’ Government then support the Circuit of Wales or continue to be obstructive? I know where my money would go.

Let’s be absolutely clear: The Circuit of Wales was not supported by the ‘Welsh’ Government because Ebbw Vale is too far from Cardiff and the project didn’t offer enough benefits to Cardiff.

MAJOR TRAUMA

The nearest major trauma centres to Wales are in Liverpool, Stoke, Birmingham and Bristol. Some time ago the decision was taken that south Wales should have its own trauma centre. The two candidate sites were Morriston Hospital in Swansea and the University Hospital of Wales in Cardiff.

On Wednesday we learnt that some anonymous panel had recommended that the MTC  should be located in Cardiff . . . despite Cardiff being so near to the existing centre in Bristol.

The centres in England are located where they are for the very good reason that patients suffering serious injury or sudden and serious debilitation benefit greatly from being treated within the first hour; in fact, it’s a matter of life or death. This period is referred to as the ‘golden hour’.

The maps (kindly supplied by BBC Wales) below show the ‘golden hour’ distances from those Major Trauma Centres closest to Wales together with the predicted ‘golden hour’ ranges for MTCs located in Cardiff and Swansea.

The first map, for existing MTCs, tells us that Cardiff and Newport are already within the ‘golden hour’ for the Bristol MTC, while anywhere west of Bridgend is not covered.

Turning to the second map, the Cardiff option, we see a slight improvement, in that Swansea Bay is now covered by the ‘golden hour’, but not western Gower, nor, I suspect, Llanelli. What’s more, rather than complementing the Bristol MTC to form a network of coverage – as we see in England – a Cardiff MTC would almost be in competition with Bristol. The overlap is huge.

The Swansea option, however, provides a real improvement, with the ‘golden hour’ now extending deep into Pembrokeshire and reaching the Cardigan Bay coastline. The ranges of the Swansea and Bristol MTCs overlap around Cardiff and Newport, but they don’t duplicate each other to anything like the same extent as the Cardiff option. Swansea and Bristol would complement each other perfectly.

Of course it’s being argued that, ‘Cardiff has this, and Cardiff has that’, to justify a MTC, but anything can be built or transferred. What cannot be changed is geography, and the critical and determining criterion for locating the Major Trauma Centre should be saving lives in the ‘golden hour’. You cannot emphasise the golden hour all the way through the process and then ignore it in order to locate the MTC in Cardiff.

To put a large area of the south west outside the ‘golden hour’ through handing Cardiff yet another prestige project – for that’s how it’s viewed in Cardiff – will be a difficult decision for politicians to defend.

The role of the ‘Welsh’ media in this debate has been somewhat bizarre, though predictable. On Wednesday WalesOnline ran this story. Putting the case for Swansea was Rob Stewart, leader of Swansea council. (Though the story was quickly updated and for some reason Stewart was replaced with Clive Lloyd, his deputy!)

Putting the case for Cardiff – which is what I assume he was doing – was a ‘speed flyer’ named Niall McCann. (Though by the time the story appeared this morning in Llais y Sais McCann’s contribution had disappeared.)

McCann had shattered his spine speed flying off Pen y Fan and it had been put together by the University Hospital of Wales. McCann opined, “I’m 100% on board with anything that will improve the NHS services on offer. We are a capital city and we should be leading the way in Wales.”

So in the expert opinion of Niall McCann of Cardiff the new MTC should be in Cardiff, ‘Cos Cardiff’s the capital, innit?’ For reasons best known to itself WalesOnline even included in the article a video of McCann speed flying to remind us of the unnecessary risks he takes.

Perhaps the message we were expected to glean from this article was that having injured himself on the Beacons McCann would have been dead or crippled ere the donkey carrying him could have reached an MTC based at Morriston Hospital. If not, then I have no idea what purpose Trinity Mirror thought it was serving by including McCann’s cameo.

Then on Thursday, the BBC rubbed it in with a story headlined “Swansea ’10 to 15 years behind Cardiff’, think tank says”. Obviously unsuited to have a Major Trauma Centre.

TIME TO RETRACE OUR STEPS

But the problems of Wales today go beyond putting all the nation’s eggs in the Cardiff basket, they reach into every corner of our national life. Just look around you and ask what 18 years of devolution have achieved. Go on, and be honest!

Wales is poorer relative to other parts of the state, and other parts of Europe, than she was before we voted for devolution. Outside of Cardiff our urban and post-industrial areas are suffering managed decline, while our rural and coastal areas serve as recreation and retirement areas for England, with the Welsh population, and their identity, marginalised in both situations.

We have a self-styled Labour ‘Government’ in Cardiff docks that refuses to use even the limited powers it has for fear of upsetting anyone in London – including its own MPs and peers! Competing with Labour we have a Conservative Party currently in league with the Orange Order and the UDA, and a ‘national party’ that is, as Martin Shipton described it this morning, “a pressure group”. (And it’s not often I agree with Shippo!) Though it’s questionable whether Plaid Cymru really is challenging Labour.

‘Ah, but we’ve got devolution now, it’s something to build on’, I hear, from those who are in reality satisfied with this simulacrum of self-government, where free suppositories or some such nonsense qualify as radical initiatives. So who’s going to do the ‘building’? We know it won’t be Labour. It will never be the Conservative and Unionist Party. And there’s not a hope in hell of it being the pressure group.

Devolution has delivered a comfortable and undemanding level for ambitious councillors. To serve these politicians we now have a burgeoning and expensive bureaucracy. Because the party in control is Labour devolution has resulted in a vast and corrupt Third Sector sucking up billions of pounds to keep otherwise unemployable Labour supporters in jobs.

Yet we have no media to hold this juggernaut to account. (Though it’s debatable which is worse – the absence of a Welsh media or the constant bigotry exposed in the English media.) There is no real oversight or control of expenditure, and no justice for anyone wronged by this system. Yet if you investigate ‘devolution’ in any depth you soon realise what a sham it is.

For example, the ‘Welsh’ Government pretends it has its own Planning Inspectorate. The truth is that the Planning Inspectorate for Englandandwales answers to the Department for Communities and Local Government in London, it merely has a branch office in Cardiff. Which means that the Local Development Plans for Welsh local authorities are determined in London . . . and the ‘Welsh’ Government goes along with the charade!

P.S. Soon after publishing this post my attention was drawn to a perfect example of the ‘Welsh’ Government’s relationship with the Planning Inspectorate. This development at Llay is part of a wider strategy to turn our north east into commuter territory for north west England. And Carwyn Jones knows it.

The ‘Welsh’ Government and the whole apparatus of devolution soaks up money that could be better spent in Wales, and might be better spent if the useless edifice was swept away. Which is why I plan to start a petition to the UK Parliament asking for a referendum to be held to determine whether we should keep the Welsh Assembly and all that goes with it. (This will be done once a new Petitions Committee is formed.)

Yes, I know such a petition will attract Kippers and other BritNats, but I don’t care, there are bigger issues at stake. On almost every issue that matters we are still ruled from London anyway – so what do we stand to lose? Devolution is used to hide this fact, and to make us believe that we control our own affairs. It acts like some national dose of Prozac.

When you’ve taken a wrong turning you have two choices: either plod on until you fall off a cliff or sink in a bog, or else admit you made a mistake, retrace your steps, and next time make sure you know where you want to go.

Devolution was a wrong turning.

Llamau, Yet More Devocolonialism

IN THE BEGINNING . . . 

Once upon a time there was an obscure little charity in Barry called the John Rowley Trust, formed in 1986, which ran a hostel for homeless young people.

But then, in May 1999, came the first elections to the National Assembly for Wales. Someone said, ‘Ah, a new source of funding – time to get organised!’ What’s more, because Plaid Cymru did so well in those first elections, they thought they saw the future, and said, ‘Let’s give our revamped organisation a Welsh name’.

And so, at an Extra-ordinary meeting of the John Rowley Trust on July 12, 1999, Llamau Ltd was born, and a few new directors appointed. (Though there was obviously some confusion about the name chosen because the document submitted to Companies House says that the new name is ‘Llaman’.)

Though Llamau’s commitment to the Welsh language is questionable, seeing as there is no Welsh version of the website, nor indeed any Welsh at all to be found on it. Clearly the ‘commitment’ extends no further than the name.

ENTER FRANCES BEECHER

In October 2000 Frances Beecher was appointed CEO, and boy! did things then take off. Ms Beecher is also a Fellow and a Trustee of the Labour-supporting Institute for Welsh Affairs, where her bio (scroll down) tells us that, “Frances steered the organisation (Llamau) through an extensive development programme from 28 staff to approx. 350 staff.”

Ms Beecher was next appointed to the board of Llamau Ltd, as secretary, on February 10, 2005. There is also the charity Llamau. As is normal practice the directors of the company also serve as trustees of the charity, with two exceptions. Frances Beecher, as an employee and a director, is not a trustee. And even though Stuart Duffin is listed on the Llamau website as Vice Chair (under Trustees) he does not appear on the Charity Commission page as a trustee, nor on the Companies House website as a director. Which I find odd.

The ‘Governing document’ is the Memorandum and Articles of Association which sets out what the company is allowed to do and how it operates, a copy must be filed with Companies House. You can see that a number of changes are mentioned, but we only need to concern ourselves with the most recent.

Let’s start with the last but one amendment. This is dated St David’s Day 2012 and was agreed at a General Meeting of the company held on February 25. It says, “3 The Company’s objects are – To promote the welfare and well being of people in need in the South Wales area, etc., etc.” Which is what we should expect.

But if we go to the amendment of roughly a year later, following another General Meeting, this one held on January 26, 2013, we read, “That the Memorandum of Association of the Company be altered by deleting paragraph 3 in its entirety and inserting the following – 3 The Company’s objects are to promote the welfare and well being of people in need in the United Kingdom, etc., etc”. 

So in the space of less than a year this hitherto insignificant outfit, once an unknown charity in Barry, has taken on a UK-wide role. Given what it does, and that Llamau operates only in Wales, the fact that it benefits people from across the United Kingdom suggests only one thing – that people from outside of Wales benefit from Llamau’s services by moving to Wales.

But even “across the United Kingdom” is misleading because Scotland and Northern Ireland have their own judicial systems, so it should read ‘England and Wales’.

ALSO INVOLVED . . . 

The Chair of the Trustees at Llamau the charity, and of course a director of the company Llamau Ltd, is Angela Mary Gascoigne; a busy woman with an interesting background.

From 24.09.1998 until 27.09.2001 she was a director at Community Housing Cymru. There then seems to be a gap – or at least I’ve found nothing – until some time in 2008 when she turns up as managing director of the Somer Housing Group in Somerset, which has since changed its name to the Curo Group (Albion) Ltd.

The name change may have come about in response to a less than favourable report on Ms Gascoigne’s running of the Somer Housing Group.

Obviously cue to exit stage left, so in November 2011 we find Ms Gascoigne joining the ‘Wales’ Probation Service, which has since split, in 2014, into the Wales Community Rehabilitation Company and the National Probation Service which, as the Justice website tells us, ” . . . is a statutory criminal justice service that supervises high-risk offenders released into the community in England and Wales”. So it’s an Englandandwales body.

UPDATE 12.11.2016: Here’s an example of the kind ‘high-risk offender released into the community’ . . . to kill an innocent teenager. The family of the murdered youth is now planning legal action against the Wales Community Rehabilitation Company.

It would appear that Angela Mary Gascoigne was still connected with the National Probation Service for Englandandwales when she joined Clean Slate Training & Employment Ltd of Bath as a non-executive director on July 1, 2013. Its website tells us, “Clean Slate Training & Employment was set up in 2006 as a social enterprise creating and supporting paid work opportunities for people facing barriers to the labour market”. Ms Gascoigne left Clean Slate on July 4, 2016.

While a director with Clean Slate Angela Gascoigne also took up a directorship, on November 11, 2013, with Sedgemoor Housing Management Services Ltd, of Bridgewater, Somerset. She was appointed secretary on January 2, 2014. This company might be the trading arm – it’s certainly a subsidiary – of SHAL Housing, an Industrial and Provident Society. She is still director and secretary of SHMS Ltd.

From reading both websites and picking up information from elsewhere it’s clear that SHMS Ltd and SHAL Housing have links with London and help relocate people from the Great Wen to the west of England.

Finally, Ms Gascoigne joined Victim Support Cymru on January 14, 2014, and is still there. Though what she does is a mystery, seeing as Victim Support Cymru is listed as a dormant company by Companies House. In fact, the last accounts filed for Victim Support Wales (as it then was) were for year ended 31.03.2006.

From this website it’s clear that Victim Support is yet another Englandandwales body. The Javed Khan referred to was chief executive of Victim Support before moving on to Barnardo’s. Prior to the change shown in the panel, dated October 30, 2013, the Trustees of Victim Support Cymru were, with the approval of “the National Charity”, free to appoint “a Chairman, Treasurer and other honorary officers from among their number”.

Can we conclude that this change in October 2013 to the way Victim Support is run explains Angela Mary Gascoigne’s appointment in January 2014, was it made by ‘The National Charity’ in London? But why bother? The company has been dormant for 10 years, there is no charity called Victim Support Cymru, and it doesn’t seem to exist in any other form either. Victim Support Cymru seems to be as imaginary as the ‘Wales Probation Service’.

NUMBER CRUNCHING

Time to lift the lid on Llamau’s finances. Here are the most recent accounts available on the Companies House website, for year ending 31.03.2015. The accounts for 2016 should be available soon.

Before going to the figures, let’s look at some other information found in the accounts. Turning to page 6 (numbered at top of page), the use of ‘principal’ in the first paragraph may be significant.

Page 9 is interesting with its reference to the “Young Persons Resettlement Broker Project for North and Southern Wales”. (Why not just say ‘Wales’?) More information can be found on the website under Llamau’s Resettlement Project.

The ‘Brokers’ are, for the north, Dr Kathy Hampson, and the south, Tracey Kinsey. Dr Hampson’s Linkedin profile tells us that the project is really run by the Youth Justice Board, yet another Englandandwales outfit. I can find little information on Tracey Kinsey beyond the fact that at some time previously she was Family Mediation Manager for Llamau. Though her real claim to fame may be as the Chair of the Chepstow-Corneilles Twinning Committee.

The first paragraph on page 10, particularly the bracketed section referring to “company law”, again calls into question the status of the ethereal Irishman, Stuart Duffin.

Turning to the figures, Ms Gascoigne is forced to admit that Llamau is living a hand-to-mouth existence, with no reserves whatsoever. Hardly surprising with total resources expended in 2015 of £10,997,104 (an increase of £1,217,973 on 2014) against income of £10,837,897 (an increase of just £886,155 on 2014).

The largest component of the expenditure, is staff salaries. Staff costs (wages, pensions and social security payments) total £7,585,065. And that doesn’t take into account staff training (£111,703), travel and subsistence (£178,418), etc., etc. But then, we must remember that CEO Frances Beecher “steered the organisation through an extensive development programme from 28 staff to approx. 350 staff”. That don’t come cheap.

UPDATE 06.11.206: When writing this I neglected to consult the Transparent Wales website. Having now done so I find in the funding for Llamau a number of payments of the type ‘Current grants to private sector’, and these total £1,116,420. Private sector!

THE TROJAN HORSE THAT IS THE THIRD SECTOR

To recap, with the advent of devolution someone saw the opportunity to turn a small Barry charity into a major player in the Third Sector, and this is what happened.

But then, just short of four years ago, Llamau spread its wings to become a ‘UK’ – in reality, Englandandwales – organisation. This seems to have happened soon after lead player Angela Mary Gascoigne, a woman with feet on both sides of the Severn, got involved with the Probation Service and other elements of the judicial system.

Giving us an organisation based in Wales, largely funded from within Wales, but run in the main by people from outside Wales and serving England’s interests by rehousing young tearaways and those released from the ‘secure estate’. Making Llamau little more than an agency of the Englandandwales judicial system.

To achieve this position, agencies that previously had a modicum of Welshness and independence, such as the Probation Service and Women’s Aid have been absorbed into an Englandandwales framework.

Another example is of course Victim Support, where successive amendments to the Memorandum have exposed the increasing hold of the ‘national body’ over its Welsh outpost. As I’ve pointed out, Victim Support Cymru is registered with Companies House as a dormant company. It still has a skeletal presence with the Charities Commission that tells us it operates ‘Throughout Wales’, though when it comes to the ‘Area of benefit’ box it says:

Don’t be surprised, for it’s how the Third Sector operates. The era of devolution and easy money has attracted all manner of shysters across the border with no commitment to Wales, they’ve come either to take over existing Welsh organisations or else to set up new ones in order to tackle ‘ishoos’ of which we were blissfully unaware ere the arrival of said shysters.

What were once separate Welsh bodies, serving Wales, are now locked into Englandandwales frameworks. This explains how undesirables and all manner of criminals appear out of the blue to occupy – and very often wreck – Welsh social housing.

I could set up an outfit tomorrow claiming to help distressed caber tossers and start milking the system. And if anyone said, ‘But, Jac, there are no distressed caber tossers in Wales’ I’d just pop up to Scotland and find some. Because that’s how the Third Sector in Wales operates – demand money to tackle fictitious ‘problems’ or else import problems that aren’t ours.

DEVOCOLONIALISM

Last month I coined the term devocolonialism to explain this system we now live under. This post gives me an opportunity to expand on what I said in that tweet.

We have an Assembly down in Cardiff docks, and within it a group of Labour Party deadbeats desperately hoping to be mistaken for a government. They are a joke, they and the whole apparatus of devolution is a sham, proven by the fact that no one outside of Wales – and certainly not ‘Welsh’ Labour MPs – takes devolution seriously, so why should you?

The Assembly’s powers have been restricted by Government of Wales Acts ensuring that the Assembly can never operate in the best interests of the Welsh people. All we get is ‘Welsh’ Laws that are English legislation with ‘(Wales)’ added, and civil servants answering to London acting as ‘advisers’ to this self-deluding ‘government’.

Yet all the time, while it’s hoped we are focused on those slobbering grotesques in Cardiff, behind our backs, in a hundred and one ways that our thoroughly useless media will never report, Welsh identity is being crushed, and we become strangers in our own country as Wales merges into England.

Devolution is nothing but a comfort blanket against the encroaching darkness of assimilation. And if devolution is the comfort blanket then the comforter itself, designed to make you forget your fears and nod off, is the belief that a few more Plaid Cymru AMs can improve things.

Take my word for it, there is no political solution to the problems confronting the Welsh nation.
