The attempt to hijack &#8216;Senedd reform&#8217; with a closed list system that even hopes to keep candidates&#8217; names from us.<\/p>\n<p>Stripped of the self-serving bullshit it&#8217;s a crude attempt by the Labour party to guarantee itself permanent rule. With full support from Plaid Cymru.<\/p>\n<p><strong>I urge everyone to make a submission to SeneddReform@senedd.wales.<\/strong><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px; color: #ff0000;\"><strong>\u25ca<\/strong><\/span><\/p>\n<p>EXPERT PANEL<\/p>\n<p>I shall start with the appointment of the Expert Panel in February 2017. On page 29, the report recommended three electoral systems. It\u2019s \u2018weakness\u2019 spelled out as, \u201c<em>No choice for voters between individual candidates. No accountability for individual Members directly to voters<\/em>.\u201d<\/p>\n<p>Yet this is the system now being proposed.<\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px; color: #ff0000;\"><strong>\u25ca<\/strong><\/span><\/p>\n<p>COMMITTEE ON SENEDD ELECTORAL REFORM<\/p>\n<p>This group was set up in January 2020, and comprised Huw Irranca-Davies MS, Dawn Bowden MS, and Dai Lloyd MS. Here\u2019s\u00a0<a href=\"https:\/\/drive.google.com\/file\/d\/1-TA1a69vBBqm38G9lxFy0g7fAODDVmdh\/view?usp=sharing\">a link to that report<\/a>.<\/p>\n<p>The Expert Panel\u2019s favoured system of the Single Transferable Vote, endorsed by the Committee on Senedd Electoral Reform, was rejected by this latest group because it:<\/p>\n<blockquote><p><em>. . . was an unfamiliar system in Wales and that the method of translating votes into seats would be seen as complex and difficult to explain.<\/em><\/p><\/blockquote>\n<p>Which means that electorates around the world manage to cope with STV, but it seems Welsh voters are uniquely stupid!<\/p>\n<p>The reasoning is so absurd, and insulting, that it suggests something else was going on beneath the surface. With hindsight, we know this to be true.<\/p>\n<p>After considering the three options of the Open List, the Flexible List, and the Closed List, the Special Purpose Committee recommended the least representational of the three.<\/p>\n<p>And when comparing the respective merits of the\u00a0<a href=\"https:\/\/www.electoral-reform.org.uk\/what-is-the-difference-between-dhondt-sainte-lague-and-hare\/\">d\u2019Hondt and Sainte-Lagu\u00eb divisor systems<\/a> the committee opted for d\u2019Hondt, which is, again, the less representational.<\/p>\n<p>Now we come to the most remarkable and worrying thing I encountered in all 92 pages. Even an attempt to have anonymised lists.<\/p>\n<p style=\"padding-left: 40px;\"><span style=\"font-size: 14px; font-family: arial, helvetica, sans-serif;\"><span style=\"font-size: 16px;\"><span style=\"font-size: 20px;\">*<\/span><span style=\"font-size: 14px;\">The Boundary Commission has recommended that<\/span><\/span> <a href=\"https:\/\/bcomm-wales.gov.uk\/news\/06-23\/wales-new-parliamentary-constituencies-published\">Wales in future has 32, not the current 40, seats for Westminster elections<\/a>. The proposals being discussed &#8216;pair&#8217; these 32 constituencies to give us 16 &#8216;super&#8217; constituencies, each electing 6 Members by the closed list system.<\/span><\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px; color: #ff0000;\"><strong>\u25ca<\/strong><\/span><\/p>\n<p>REFORM BILL COMMITTEE<\/p>\n<p>This group was established in July 2023. Its role was to go through the Bill that resulted from the report of The Special Purpose Committee on Electoral Reform. But, we are unanimous in our concerns about the proposed closed list electoral system . . . We believe the link between voters and the Members who represent them is paramount.<\/em><\/p>\n<p><em>We therefore urge all political parties in the Senedd to work together to ensure the electoral system in the Bill provides greater voter choice and improved accountability for future Members to their electorates.\u201d<\/em><\/p><\/blockquote>\n<p>The closed list system was by now drawing fire from many quarters, and from outside of Wales. For on the Senedd website, <a href=\"https:\/\/business.senedd.wales\/mgConsultationDisplay.aspx?id=549&amp;RPID=1044166604&amp;cp=yes\">under \u2018Information about the Bill\u2019<\/a>, we read: <em>\u201cRequire all candidates on a party\u2019s list to state either whether they are, or are not, a woman\u201d.<\/em><\/p>\n<p>I think we\u2019re now in the realm of self-identification, and are no longer talking about biological women. I suggest this because the Welsh Government is the <a href=\"https:\/\/drive.google.com\/file\/d\/1_GY1tSYK_Uf-GcrtVM_CrAT6hwdkNy1T\/view?usp=sharing\">largest single funder to the trans activist group, Stonewall<\/a>, and Labour and Plaid Senedd Members have made their positions quite clear.<\/p>\n<p>Last year <a href=\"https:\/\/www.bbc.co.uk\/news\/uk-wales-politics-64825491\">Dawn Bowden MS and colleagues insisted<\/a> we allow biological males to play rugby with and against women and girls \u2013 if they <em>identify<\/em> as women.<\/p>\n<p>You&#8217;ll recall that she sat on the Committee on Senedd Electoral Reform which talked of \u201c<em>diversity quotas for protected characteristics other than gender<\/em>\u201d.<\/p>\n<p>And this goes some way to explaining the attempt to keep candidates\u2019 names off the ballot paper. Because men pretending to be women will not be elected. No matter how damaging those were to the interests of Wales.<\/p>\n<p>We already see it, with Stonewall, but also with 20mph, with the constant attacks on our farmers, and in a host of other ways; serving narrow agendas, but not Wales.<\/p>\n<p style=\"text-align: center;\"><span style=\"font-size: 24px; color: #ff0000;\"><strong>\u25ca<\/strong><\/span><\/p>\n<p>RECOMMENDATION<\/p>\n<p>As it stands, I consider the Bill to be the most dangerous and damaging piece of legislation in 25 years of devolution. A naked power grab.<\/p>\n<p>For in addition to the issues already dealt with, the Bill also makes it more difficult for smaller parties and independent candidates to be elected. This is no accident.<\/p>\n<p>It would have been bad enough if we\u2019d arrived at this point through a mistake, or even incompetence, but I believe we are where we are because this was always the destination.<\/p>\n<p>The Expert Panel was pure window-dressing. It\u2019s hoped we\u2019ll believe that what\u2019s now being offered is merely a \u2018tweaking\u2019 of the Panel\u2019s recommendations.<\/p>\n<p>This deception has presented us with a Bill that has nothing to recommend it, and there is nothing of it worth salvaging.
