Housing Associations, a broken model

In an earlier post I dealt with Wales & West Housing, a housing association that has branched out into all manner of accommodation, including luxury flats.

For a few weeks I’ve been promising you more news. Finally – here it is!

WALES AND WEST, CARDIGAN HOSPITAL, MID WALES HOUSING

A speciality of Wales & West is importing criminals, drug addicts and other undesirables. But it’s good business, for local authorities and other agencies over the border will pay well to dump people in Wales.

Of course, it’s not so good for small towns that have to host these people. Lampeter being one that Wales & West has damaged in recent years. For as I was recently told, “Wales and West do not operate local allocation policies”.

And all this has been facilitated with funding from the Welsh public purse. For we pay for Registered Social Landlords (RSLs) to import riff-raff and build luxury flats for sale to English retirees.

This public money will invariably be ‘filtered’ through the parent company – which will be a Registered Social Landlord – to a subsidiary, which may or may not be registered as a RSL. And in some cases, not obviously linked to a RSL.

In the example brought to light by a comment to the earlier post by ‘Dai’ the W&W subsidiary could either be Enfys Developments Limited (formerly Enfys Developments Ltd), or Castell Homes Limited.

Though neither is shown in the ‘Welsh Government’s list of RSLs. A quick check found other omissions, making this an incomplete and misleading document.

Enfys Developments was founded in 2012 and seems to be the main vehicle for W&W’s new builds. While Castell Homes was formed as recently as January 2018, almost certainly in anticipation of the Regulation of Registered Social Landlords (Wales) Act 2018, which effectively privatised RSLs in response to the Office for National Statistics’ threat to reclassify them as public bodies.

As we read below, Castell Homes is, effectively, a private builder, promising to pass on its profits to the parent company for Wales & West to build social housing. It’s up to you whether you believe that.

There are a few other things worth picking out of the clip below from the only accounts thus far filed for Castell Homes.

For example, we read that Castell Homes “was established with the purpose of building and selling homes in communities where a housing need is identified”. The operative word should be ‘demand’, not ‘need’. For this will be private housing, often beyond the financial reach of most locals.

We also read that “Castell Homes has its own board of directors”. Yes and no. Yes, there is a board of directors, but it’s the senior management team of Wales & West. Any pretence that Castell is independent of W&W would be just that, a pretence.

As ‘Dai’ mentions in his contribution, Wales & West is in negotiations with Hywel Dda University Health Board to buy the old Cardigan Hospital site. Though locals are puzzled as to why, if W&W doesn’t own the site, it’s been behaving for months as if it does.

The answer is of course that the deal was done long ago by the Labour Party behind closed doors, looking after its favourite housing association, yet again. Wales & West CEO is Anne Hinchey, wife of Cardiff Labour councillor Graham Hinchey. Mrs Hinchey previously worked for Cardiff Council.

Though I should also mention Keith Davies, housing strategy officer at Ceredigion council, a big friend of Wales & West who has appeared on this blog before. Keith was also very keen for Wales & West to take over the old hospital.

The open day held on February 29 was very well-attended and reported in the Tivy-side Advertiser. Curiously, this imparter of local news saw no contradiction in using ‘community has its say’ in the headline . . . and then quoting only spokespersons for Wales & West!

As I keep saying, Wales & West is very well connected in Corruption Bay and all sorts of deals are being lined up. Among them perhaps the takeover of Mid Wales Housing, and this despite MWH having been in merger talks with Tai Ceredigion for some time. And now might be the ideal time.

For not only has MWH hit a rocky patch in the regulatory sense, having been downgraded on grounds of poor governance and financial management, but other factors are also contributing to a general picture of incompetence and decline.

For a start, Mid Wales paid over the odds for its repair contractor EOM Ltd and turned it from a profit-making SME into a loss-making subsidiary. MWH has also failed to deliver the Cylch Caron extra care facility in Tregaron for the county council, increasing pressure on the council leader following the closure of the Bodlondeb home in Aberystwyth.

And then chief executive Shane Perkins recently stepped down (though he’d been off sick since September). To those who may be wondering, I can tell you he’s not one of the Pembrokeshire Perkins, but comes from Bournemouth, to which he and his good lady wife have now returned.

Filling in until a new CEO is appointed is Charles Brotherton . . . despite being the genius behind the EOM fiasco. Charles joined MWH in 2010 from an English housing association. Chairman of Mid Wales Housing, and Lloyds ‘name’, is Peter Swanson, who is also a “Past chair of Dyfed Powys Health Authority. A Justice of the Peace. Past Chair of Dyfed Powys Health Authority and former Chair of Powys County Council Standards Committee. Private landlord.”

Swanson is an old-fashioned quango man of the type devolution is supposed to have made extinct. But they’re still roaming the land. And thriving. Especially in areas where the Labour Party is weak in terms of local support and prefers to appoint such people rather than give power to non-Labour locals.

This is truly one of the more bizarre manifestations of patronage in the age of devolution.

As you can see from the Board of Management, Welsh involvement in MWH is kept to a minimum‘cos we Welsh is dull an’ can’t do nuffin for ourselves, innit’.

This is Englandandwales, folks. The only way out of this nightmare is independence.

To conclude, let me hypothesise that these multiple cock-ups at Mid Wales Housing are being allowed in order to justify someone in Corruption Bay deciding – as was done with Tai Cantref – that something must be done, and that ‘something’ means calling in ‘Welsh’ Labour’s elite troops in the form of Wales and West Housing.

CARTREFI CONWY, ASSOCIATES, CHINESE INVESTORS

But you mustn’t think that such machinations are confined to the southern parts of our benighted land. Because the story from the north that I’m about to relate is even more bizarre. Though you won’t be surprised to learn that it also involves Wales & West.

Let’s start with this recent story from the Daily Post for a new housing development on the A55 commuter/retirement corridor. Nothing surprising about that you might think, developers are forever looking to Wales to protect property values in the ‘Golden Triangle’.

It only begins to look odd when we start joining up the dots.

You’ll see in the news report that the company wanting to build these new houses is Calon Homes LLP. That is, Limited Liability Partnership, an opaque structure of a kind that would not be allowed in many countries. Now it looks as if even BoJo’s government is looking to clean things up a bit.

I particularly liked, “Legislation will be introduced in Finance Bill 2020 with retrospective and future effect to underline that LLPs are expected to follow the rules”. And about bloody time too!

So who are or what is Calon Homes LLP?

Calon Homes appeared in an article I wrote in November, when I looked at Cartrefi Conwy Cyf. (I urge you to read it.) But to cut a long story short . . . Cartrefi Conwy set up a subsidiary in 2015 called Creating Enterprise CIC (Community Interest Company). Then, in May 2018, Creating Enterprise went into partnership with Brenig Developments Ltd to form Calon Homes. (Assets at 31 May 2019 £37,853.)

As I wrote back in November: “There is a charge against Calon Homes LLP held by Creating Enterprise CIC, which in turn has a charge held by Cartrefi Conwy. Which means that, ultimately, housing association Cartrefi Conwy is in partnership with private company Brenig Developments.”

When we look at the directors for Brenig Developments Ltd we find Mark Timothy Parry and Howard Rhys Vaughan. Both are also directors of Brenig Homes Ltd.

I don’t know if Mark Parry is related to Peter John Parry, the chairman of Creating Enterprise CIC, the Cartrefi Conwy subsidiary, it doesn’t really matter.

Peter John Parry seems to have joined Creating Enterprise CIC 31 August 2017. By which time his personal business career was already on the rocks, with a string of dissolved companies in 2017 and 2018. (Listed here.)

Calon Homes, jointly owned by Creating Enterprise CIC/Cartrefi Conwy Cyf and Brenig Developments Ltd, was Incorporated 12 May 2018. But just a month earlier Companies House registered Calon Developments Ltd. Among the directors at Calon Developments we see Mark Parry and Howard Vaughan, of the Brenig companies, and also Andrew Bowden, CEO of Cartrefi Conwy!

It is very unusual for the head honcho of a housing association to go into partnership with a private builder directly. The realisation that this don’t look good might explain why those involved with Calon Developments Ltd now want voluntary strike-off.

As if I haven’t introduced enough subsidiaries and partnerships and companies, I’m now going to introduce another. We’ve had Brenig Developments Ltd and Brenig Homes Ltd, but there’s a third company in the stable, and it’s Brenig Construction Ltd.

The latest (unaudited and abridged) accounts available – y/e 31 October 2018 – tell us that Brenig Construction had assets of £206,806. When we turn to the directors, we find, as expected, Parry and Vaughan . . . but also Yin Han, a citizen and resident of the People’s Republic of China. He joined the company 12 December 2019.

I’m sure that, like me, you’re wondering why a Chinese citizen would join a relatively small building firm in Denbighshire.

Perhaps because Parry and Vaughan have friends in high places within the Cartrefi Conwy group. Which might explain this report from last November that tells that “From a standing start in 2012, Brenig now employs 70 people directly and is turning over £11 million a year, with £21 million of work already secured in future contracts.”

Though I’m having difficulty reconciling the claimed turnover with the figures available at Companies House for the three Brenig companies. Brenig Developments is filing as a dormant company and the other two don’t seem to be challenging Wimpey and Redrow.

But as I’ve found so often, when dealing with interlinked companies and bodies of often obscure construction, figuring out who does what, and where the money comes from, and where it goes, is often very difficult. Which is what makes such arrangements attractive for some.

But it seems we can identify one source of future income for Parry and Vaughan, and that’s our old friends Wales & West! The report comes complete with another pic of the smiling lads in hi viz jackets. With every reason to smile.

If you sense fatigue creeping up due to the number of different companies I’ve already mentioned, I can only urge you to bear with me while I list a few more, because Mark Parry has been a busy boy.

Back in 2010 he and his mate Vaughan formed H & M Construction Solutions Ltd. But this outfit appeared to crash on take-off, because there is nothing filed with Companies House and this is all I can find.

Next up is Tai Beech Ltd, Incorporated 26 April 2013 and compulsorily struck off in November 2018. Parry and Vaughan were there at the start and saw it through.

Then – something of a departure this – there was Applejack Diners Ltd. Formed 28 November 2013 this company went belly-up 7 December 2016.

One Parry-Vaughan company still with us is Seel Plant Hire Ltd, Incorporated 5 August 2014. But as with the others we’ve looked at, the ‘Micro-entity accounts’ available for Seel Plant Hire do not suggest a company taking the world by storm. Perhaps the gentlest of zephyrs.

And yet, Parry and Vaughan are pulling in big contracts, and Chinese investors. What does it all mean?

Possibly, with CEO Andrew Bowden looking to retire, and Wales & West getting in on the act, Cartrefi Conwy may be the next to be swallowed up by ‘Welsh’ Labour’s favourite housing association.

WEAPONS GRADE BOLLOCKS

What we have been looking at here is a dysfunctional system

I say that because most people still believe that housing associations provide good rented accommodation for people who either can’t afford to buy or just prefer to rent. They do, but they are building very few new units of social rented housing, basing their claim to being social landlords on the stock most of them inherited from local authorities.

Since Registered Social Landlords were privatised by the Regulation of Registered Social Landlords (Wales) Act 2018, they have focused almost exclusively on building private housing.

And yet the pretence is maintained. Perhaps to ensure that they continue receiving public funding from the ‘Welsh Government’.

To help disguise their true business, our housing associations launch subsidiaries and go into partnership with private companies. In many cases to build housing not for any local demand but for pure profit. That is certainly what Wales & West and Cartrefi Conwy are planning along the A55.

Is this really how housing associations are supposed to operate? Is this how we want them to operate?

Andrew Bowden, CEO of Cartrefi Conwy, said recently: “As a group, Cartrefi Conwy are looking to diversify to generate new income streams to further our affordable housing programme. 

“Until now, we’ve always been reliant on just rental income but, with the advent of austerity and things like Universal Credit, we had to think outside the box.

“Calon Homes will be building houses for market sale and we will be using our share of the profit for the benefit of local people to create more affordable housing.”

But why not use all the money to build affordable housing, rather than the much smaller amount that comes in the form of profit from open market housing? Though come to that, ‘affordable housing’ is yet another misnomer. It means open market housing, and I’ve seen houses costing £250,000 classed as ‘affordable’.

As for ‘new income streams’, Peter John Parry of Creating Enterprise CIC, has a background in running homes for very disturbed and often dangerous patients. This was one of his establishments. Will he be bringing clients down the A55, to add to the burden on the Betsi Cadwaladr University Health Board, already in special measures? And the police workload?

For RSLs to defend themselves by saying that the open market housing is being built by subsidiaries – wholly-owned subsidiaries! – or partners, is unacceptable.

The system is out of control. It is operating against the Welsh national interest. The time has come to de-register most RSLs because they are private companies building open market housing and managing rented stock that in most cases was built by someone else. Restrict the ‘RSL’ label to groups and bodies building social rented housing for local people. Because that’s what ‘housing association’ is supposed to mean. And it’s what it should mean.

Another clue telling us that the current system is broken is that local authorities have started building council housing again. Swansea and Cardiff are two examples.

Let me end on a lighter note . . . or maybe this will send you over the edge. Last Friday Community Housing Cymru – the umbrella body for RSLs – brought out a report claiming that its members, building 75,000 ‘affordable’ homes (that word again!) will put £23.2bn into the Welsh economy and create 50,000 jobs.

This is ‘think of a number, double it . . . ‘ economics. I’m surprised they didn’t also claim to have found a cure for Covid-19.

And because it was the purest and most unadulterated bullshit it was sad to see Martin Shipton at Llais y Sais write it up as if it was Gospel.

I’m now now wondering for which fiction award I should enter this gem. Because it’s certainly not meant to be taken seriously.

A bit of a mixed bag this week; the unifying thread being the stupidity of those puffed-up buffoons down Cardiff docks who want to be seen as the ‘Welsh Government’.

SOCIAL HOUSING, OR IS IT?

To kick off, I am indebted to the meticulous and conscientious Wynne Jones, who is a great source for ‘Welsh Government’ wrongdoing and local cock-ups down Cardigan way. For it’s in the fair town of Aberteifi that we start.

With Cardigan Hospital, which was built and long sustained by the donations and goodwill of people in the town and surrounding area. But now it’s deemed surplus to the requirements of Hywel Dda University Health Board and the building is to be handed over to one of Labour’s favourite housing associations, Wales and West.

Though the lack of openness has not gone down well locally. The sale to Wales and West seems to be a done deal, yet the details are vague in the extreme. When Wynne asked for information on the quoted ‘open market valuation’ the response to his FoI said that it, er, hadn’t actually been done . . . but they were working on it, sort of.

Clearly, this is a deal done behind closed doors in the glorious traditions of the Labour Party. And not for the first time; for since taking over Tai Cantref, of Castell Newydd Emlyn, Wales and West has been flexing its muscles in the area.

And while it may be headquartered in Cardiff Wales and West, fittingly, also has an office in Labour’s last remaining Westminster constituency in the north, at Ewloe on Deeside.

The latest news is that a drop-in session has been organised for the end of this month in which, according to the Tivy-side Advertiser, “The people of Cardigan will be asked for their views on how best to use the site of the former Cardigan Hospital”.

According to the article W&W is still in talks with Hywel Dda Health Authority over buying the hospital. So if it still owns the hospital why isn’t Hywel Dda organising the public consultation?

All pretence goes out the window later in the article when Wales and West bigwigs explain what they plan to do . . . with the building they haven’t yet bought!

Group CEO Anne Hinchey, the wife of Cardiff Labour councillor Graham Hinchey, makes a contribution. Also quoted is her deputy, Shane Hembrow, who for reasons best known to himself cultivates the look of a villain out of a Victorian melodrama. (Who will rescue poor Nell?)

All joking aside, social housing is now in crisis.

Many will recall the campaigns persuading council house tenants to agree to stock transfers, so that housing associations could take over. Most Welsh councils lost their housing stock in this way to Registered Social Landlords (RSLs).

Which gave us dozens of housing associations, spending hundreds of millions of pounds of public money, competing with each other, and swallowing each other up. Having the ear of the Labour Party in this dog-eat-dog environment was always an advantage.

All this was threatened when, towards the end of 2016, the Office for National Statistics dropped a bombshell by announcing that RSLs would in future be classed as public bodies.

This was bad news all round. For it would have meant that RSLs’ debts would have gone onto the UK Government’s books. Putting them in the public sector might also have resulted in more openness, perhaps making housing associations subject to the Freedom of Information Act 2000.

This unwelcome outcome was avoided by fresh legislation in England and the devolved administrations. For Wales, it came in the form of the Regulation of Registered Social Landlords (Wales) Act 2018.

Which resulted in RSLs becoming private bodies, but still in receipt of public funding! If they hadn’t already done so then they set up subsidiaries – unregulated offshoots building homes for sale on the open market, often using public money siphoned from the parent company.

The justification for building houses and flats to be sold in this way was that the money made would be transferred to the parent body for it to build more social housing.

It was a lie.

Just think about. If Tai Cwmscwt has a spare £5m why ‘lend’ it to a subsidiary and get back a percentage when it could have spent the whole £5m on social housing. And if there’s no demand for social housing then obviously Tai Cwmscwt is over-funded.

The truth is that very little of the money made by the subsidiaries of privatised RSLs is used to build social housing. Most of it goes back into building more private housing. In rural and coastal areas this housing isn’t even intended to meet a Welsh demand. It’s simple profiteering, building properties to be used as holiday and retirement homes, or sold to ‘investors’.

All of which results in a shortfall in social housing in many areas. Which is why Swansea council has started building council houses again. In the article I’ve linked to you’ll see that “four registered social housing landlords are planning to build 4,000 affordable homes across the county over the next 10 years”.

This is another lie.

‘Affordable’ is a meaningless term used by politicians and others that can cover properties costing £300,000. And as I’ve explained, the now privatised RSLs will be building open market housing not social housing.

Cardiff council also plans to build council houses. Other local authorities are doing the same.

We are obviously at a crossroads in the provision of social housing, by which I mean properties available for local people at rents they can afford.

The biggest asset for many private housing associations, the income from which helps fund the private building spree, is the stock of housing that was transferred from a local authority. (Or in the case of Mid Wales Housing, the Development Board for Rural Wales.)

Should these stock transfers stay with what are now private companies?

Let’s end with a few questions:

  • What is the future role of the now privatised RSLs?
  • Will the ‘Welsh Government’ continue to fund private RSLs?
  • With RSLs concentrating on private developments how does the ‘Welsh Government’ plan to provide an adequate supply of good quality rented social housing at affordable rents?
  • If the rented social housing role is to revert to local authorities, will the ‘Welsh Government’ arrange to return the housing stock lost in stock transfers?

OLD DEFENSIBLE BARRACKS REVISITED

The week before last I published a couple of pieces looking at the purchase of the Old Defensible Barracks in Pembroke Dock, which I believe links to similar sites in England and Northern Ireland that have been bought by the same Singapore-based investors.

My view is that the three sites – all close to ferry ports – have been bought in anticipation of the need, with increased border checks, for large areas where lorries and other vehicles can be parked while waiting for those checks to be done.

Since writing the second of those pieces I’ve updated it, and further information has come to light, hence this third piece.

Obviously this article was a press hand-out because when the journalist tried to add a personal touch she located the barracks in Milford Haven not Pembroke Dock.

Since writing those pieces I’ve spoken to one of the previous owners, who had an interesting tale to tell.

The barracks went up for auction last summer with Allsop. A few parties showed interest but no sale resulted. Instead, Allsop themselves produced a mystery buyer. Which perhaps explains the ‘Sold after’ caption you see below.

The vendor had no idea who the buyer was, but the sale went through 22 August and the money was in the bank. You’ll recall that despite the passage of six months since the sale the title document at the Land Registry still showed the previous owners.

So I went back to the Land Registry website on Saturday thinking that the recent attention the barracks had been getting might have jolted the new owners into registering their purchase. But no, for the title document is still in the name of the local owners.

Why this reluctance to tell us who now owns this property?

As I’ve said, the theory that I and a few others have, is that the barracks themselves are simply a ‘lever’ to something else, probably land nearby that could serve as a lorry park. But then, last week, another possibility was thrown into the mix – that the Milford Haven Waterway is destined to host one of the promised freeports.

Either option makes sense, and ties in with the Singapore investors at the three sites we looked at in the earlier pieces. For not only is Singapore home to many Asian ferry companies it is also the biggest freeport in the world.

In addition to the investors who are probably native to Singapore we found Trevor Iain Walker, said to be resident there. Whether he is or not is a moot point, Companies House just accepts what it’s told.

Then, comments to the earlier pieces directed me to a US site where we encounter Walker again. And it’s definitely him.

In addition to the UK listed companies there are two more, both registered in Florida. Muniment LLC shares its name with a number of Walkers’s UK companies. The other company, Audica Properties LLC, seems to have been started by Walker in 2014 and then, last year, he was joined by Robin Lim Siew Cheong, who could be another Singaporean investor.

Cheong also has his own US company in Robindra Properties LLC, formed last year.

The picture in Pembroke Dock isn’t clear yet, but these Singapore investors haven’t rocked up to enjoy the view of Neyland. Something is planned for the Dock and it links with Brexit. I suggest it’s either a lorry park or a freeport. Maybe both.

THE GREEN ENERGY RIP-OFF

Because of my slant on certain issues some people think I’m opposed to renewable energy, or that I’m a climate change denier. The truth is that I’m not opposed in principle to renewable energy – as long as it’s reliable and reasonably cheap; and I’m more of a sceptic than a denier when it comes to climate change.

But I am unequivocal in my hostility to charlatans and shysters, crooks and con men, who come to Wales to rip us off.

Recent examples of the Green energy rip-off you would have found on this blog were the wind turbines at Bryn Blaen that haven’t turned in two years (but still make money for the hedge fund that owns them), and the English-owned, Czech-built hydro scheme at Rhandirmwyn that has offered locals a derisory £1,000 a year in ‘community benefit’.

I suppose the basic problem is that Wales has many rivers and streams suitable for hydro projects, and countless hills that will attract those who erect wind turbines. Even so, these natural assets need not lead to us being exploited.

The exploitation happens because virtue-signalling politicians are desperate to show the world that little Wales is playing its part in saving the planet.

It is this desperation to get a pat on the head that opens the gates to the shysters.

HOLYHEAD DEEP

Our next report takes up the coast from Pembroke Dock to another ferry port, at Holyhead, where a northern source suggests I take a look at a company in receipt of mucho dinero from our wonderful ‘Welsh Government’.

The company in question is Minesto, a Swedish company hoping to generate electricity from underwater ‘kites’. Here’s the company website.

Certainly, the company has a presence in Sweden, because that’s where it’s based. Obviously, I can’t speak for Taiwan.

In Ireland the company’s existence was brief, perhaps no more than a separate listing for the company registered in England and Wales. And yet, according to the Minesto website and other sources the project at Strangford Lough is still running, so how is it being funded?

The sole director of Minesto UK Ltd is Martin Johan Edlund, with Goodwille Ltd serving as secretary. Goodwille takes its name from director George Alexander James Goodwille. The Swedish connection is maintained at Goodwille by director Svante Lennart Stensson Adde.

Before getting into the figures I’d just like to explore the linkages behind Minesto.

Let’s go back to the ‘About us’ panel above. It says that Minesto was founded in 2007 as a spin-off from Saab. That may have been what happened in Sweden, but Minesto UK Ltd was born in June 2008 when Keyrad Ltd, a company formed in 1996, changed its name.

The panel also says, “Main owners are BGA Invest and Midroc New Technology. The Minesto share is listed on the Nasdaq First North Growth Market in Stockholm.” Telling us that Minesto is wholly owned back in Sweden.

The Midroc link also suggests the underwater kite system belongs to that company.

If we go back to the Minesto website and the Projects tab, there we find Holyhead Deep, the name of Minesto’s Welsh venture. (There’s also a dormant company called Holyhead Deep Ltd, at the same Holyhead address, with the same Martin Edlund as the sole director.)

This website page explains why Minesto came to Wales: “Numerous locations around the UK were considered, but Wales was selected as the preferred option due to the highly suitable environmental conditions and government commitment to marine renewable energy, which offers significant opportunities to attract support and investment into the Holyhead project.”

To cut through the bullshit – the attraction was gullible politicians and easy money. With the panel below making clear that it’s already up to €27.9m.

The extract below from the latest accounts would appear to show that Minesto UK Ltd is entirely dependent on ‘Welsh Government’ funding. I’m surprised there’s no money coming from Sweden. Because I guarantee that – as with Vattenfall’s Pen y Cymoedd wind farm in the south – any profits will speed their way back to Sweden.

So here’s the question – does this investment provide tangible benefits for Ynys Môn and for Wales, or are our politicians paying, yet again, to have their egos massaged and their planet-saving credentials burnished?

  • With £23m+ handed over or promised, how many jobs have been created for local, Welsh people?
  • Given that the owners of Minesto UK Ltd are Swedish, and the patent for the technology is held by a Swedish company, what benefits will accrue to Wales if the technology proves successful?
  • And if it fails, the Swedes walk away without having lost anything while Wales is £23m+ out of pocket.
  • Is funding from Wales being diverted to the Minesto project in Northern Ireland?
  • Are there no better ways to have used £23m+ on Ynys Môn for the benefit of local communities?

UPDATE: My attention has been drawn to one of the logos at the foot of the Minesto website, the one for Horizon 2020  “. . . the biggest EU Research and Innovation programme ever with nearly €80 billion of funding available over 7 years (2014 to 2020) – in addition to the private investment that this money will attract.”

So where is the ‘private investment’ in Minesto UK Ltd? Is Welsh EU funding being used in place of the private money?

LAST WORD

As I said earlier, I’m not opposed in principle to renewable energy schemes, but they must be of benefit to Wales. But unfortunately they rarely are. Worse, much of what we experience could be viewed as colonialism for the 21st century.

Think of the massive wind farms such as Pen y Cymoedd (or the hydro scheme at Rhandirmwyn) and the pittances offered to locals in compensation. It reminds me of Europeans in Africa or the Americas giving beads to ‘primitives’ in return for their assets or their land. Now we Welsh are the exploited primitives.

Yet we are supposed to welcome it because we’re saving the planet!

Those clowns in Corruption Bay, and their Westminster allies, who sold us short on water, and HS2, who talk Wales down and short-change us at every opportunity, must learn that people get angry when they see money squandered on virtue signalling.

I have a feeling they’ll be getting the message loud and clear in next year’s Assembly elections.

The Privatisation of Welsh Housing Associations

THE GREAT MYSTERY OF HOUSING ASSOCIATIONS

I have written about housing associations dozens of times. One of the many things that intrigued me was their legal status – were they public bodies or private companies? For on the one hand they enjoyed the benefit of public funding (and lots of it), yet were exempt from public scrutiny and Freedom of Information legislation, just like private companies.

From my inquiries into housing associations I concluded that they enjoyed the best of both worlds.

But this idyll was threatened in late 2015 when the Office for National Statistics surprised us all by deciding that – by falling into line with EU accounting rules – Registered Social Landlords (the more official name for housing associations) in England should be reclassified from Private Non-Financial Corporations to Public Non-Financial Corporations. (Wales and Scotland would also be affected.)

This certainly surprised me, and the revelation that housing associations were regarded as private companies also surprised those who had innocently assumed that publicly-funded providers of social housing, owning for the most part stock they had inherited from local authorities, were already public bodies.

In addition to surprising some, the change also annoyed a number of people, not least the man in No 11 Downing Street, because it meant that £60bn of housing association debt would be added to the UK’s public indebtedness. Within the sector there were concerns that reclassification would mean, among other things, that housing associations would now be open to public scrutiny.

But if nothing else, this move by the ONS clarified the status of these mysterious bodies. They had been private, the ONS wanted to make them public, and now the race was on to find a way of reversing the ONS decision.

England led the way and in November 2017 the ONS announced that once the new measures had passed into law housing associations would be reclassified once again as private bodies. Wales followed suit in June this year with the Regulation of Registered Social Landlords (Wales) Act 2018. Despite the title, the purpose of this legislation is in fact to deregulate housing associations so that there is no possibility of them being considered public bodies.

ALL CHANGE

Before delving into the Act, let me make a few things clear. It would be easy to think that if housing associations were private bodies that were briefly deemed to be public bodies by the ONS and are now reclassified as private, then surely we’re back where we started? Er, no . . . there have been many changes, significant and worrying changes.

These are encapsulated in ‘About the Bill’ in the ‘Overview’ introduction to the legislation, where it says:

It tells us clearly that to satisfy the Office for National Statistics “The purpose of the Bill is to amend or remove those powers which are deemed by the Office for National Statistics (“ONS”) to demonstrate central and local government control over Registered Social Landlords (RSLs).”

For those who find it difficult to wade through the full legislation (which I guess is some 99% of us) here’s a more manageable ‘Guide’ in which I’ve highlighted certain sections that I shall now focus on in order to discuss what I consider to be a very worrying direction of travel.

Let’s turn to the highlighted document.

Paragraphs 13, 15, 18 and 20 all list circumstances or situations in which housing associations no longer need the consent of ‘Welsh Ministers’. This is not a reference to a conclave of Nonconformist preachers but to the clowns down Cardiff docks who want us to think of them as the ‘Welsh Government’. (In reality they are just England’s management team in Wales.)

In practice, it means that a Registered Social Landlord in Wales is now free to make any change it likes to its rules, merge with another company, transfer its “engagements” (assets?) to another company, or go into liquidation, all without needing the approval of the ‘Welsh Ministers’.

Paragraphs 33 and 34 however gives the ‘Welsh Ministers’ power to both remove and appoint officers of RSLs, even if that housing association is a company. Which strikes me as a little odd, and would appear to contradict the expressed objective of removing the powers of local and central government.

As do paragraphs 40, 42 and 43 which also give or retain powers for the ‘Welsh Ministers’. These include the right to compel a RSL “to transfer management functions to a person specified by them (the ‘Welsh Ministers’)”. They can also appoint a manager and forcibly amalgamate RSLs.

Further paragraphs are in the same vein until we come to 61, which is worth thinking about, for it gives the ‘Welsh Ministers’ the power to show favouritism to certain housing associations at the expense of others.

Paragraph 63 suggests that housing associations are now free to hide “disposal proceeds” in the accounts, proceeds that will almost certainly have been paid for out of public funds. What’s more, ‘Welsh Ministers’ have no say in how the money – public money – is to be used.

Paragraphs 64, 71, 73 and 78 reiterate that local authorities – that is, the democratically elected bodies serving the areas in which housing associations operate – no longer have any influence in the running of RSLs.

WHAT WILL IT MEAN IN PRACTICE?

In a nutshell, Serendipity presented the ‘Welsh’ Government with an opportunity to extend its power in areas where the Labour Party is as popular as Boris Johnson at a Remoaner Wail-in and Carwyn and his gang grabbed the chance with both hands.

Or to look at it from another angle, an allegedly socialist political party has no qualms about privatising bodies holding and managing public assets.

Let’s deal with the power grab first. Despite being the party with the most MPs and AMs, and the party of power in Cardiff docks, Labour controls just twelve of Wales’ twenty-two local authorities. And none in the south west, the north west or the centre.

As I’ve explained on this blog a number of times, Labour overcomes its lack of representation – and consequently influence – through the power of patronage and funding. The third sector being a prime example, controlled via public funding dished out by the Labour management team in Cardiff docks the third sector is stuffed with Labour’s cronies and operates across the country. Whether it’s the Citizens Advice Bureau in Gwynedd or one of the countless ‘homelessness’ charities fighting over rough sleepers Labour uses the third sector to give it influence in areas where it has little electoral support.

The same can be said of housing associations. There are certain RSLs aligned with Labour and these are rewarded with extra funding and encouragement to take over housing associations that are not run by Labour Party supporters. One example I’ve dealt with a number of times was the takeover of Cantref, based in Castell Newydd Emlyn, by Wales and West Housing of Cardiff, run by the wife of a Cardiff Labour councillor. (A woman who insists on appearing in almost every photograph.)

One curb on the excesses of such Labour shenanigans was the involvement of local, non-Labour councillors, in the running of housing associations operating on their patch. But as we’ve seen, the new Act removes that involvement.

But the Act entrenches the power of the ‘Welsh’ Government to interfere of behalf of Labour-connected RSLs. For example, it’s no secret that Wales and West wants to take over Tai Ceredigion. The minister responsible could remove Tai Ceredigion’s CEO, replace him with a Labour stooge, who could then announce that the best option for Tai Ceredigion would be a merger with Wales and West Housing.

I’ve focused on Wales and West but I could have mentioned any number of other housing associations that are obviously Labour in their political orientation but tend to operate in one area, unlike Wales and West, which has a national reach, active in 15 of our 22 local authority areas.

GYPSY JAC GAZES INTO HIS CRYSTAL BALL

With housing associations deregulated, local authority influence removed, and the Labour Party able to control the whole shooting match, Wales could be facing a bleak future.

Let’s take Gwynedd, an area where Labour’s support is largely limited to academics and students around the alien university in Bangor. In the near future Cartrefi Cymunedol Gwynedd (which inherited Gwynedd’s social housing stock) could be taken over by Labour Party appointees, who then sign contracts with English local authorities and RSLs to help them bring down their waiting lists for social housing. Something the new legislation allows RSLs to do.

So Cartrefi Cymunedol Gwynedd goes on a building spree with borrowed money.

But it eventually becomes clear that Cartrefi Cymunedol Gwynedd has bitten off more than it can chew and it goes into voluntary liquidation owing millions of pounds to lenders. So who is now responsible for that debt? Is it the ‘Welsh’ Government – in other words, you and me?

One of the objections to the reclassification as public bodies was that such a move would restrict housing associations’ ability to borrow money. Though Welsh RSLs have in the past borrowed very little from commercial lenders – that wasn’t repaid by the ‘Welsh’ Government – because they don’t need to. They have the guaranteed income from their housing stock, a stock that in most cases was paid for out of public funds, and as we know, this income is supplemented by handouts from the ‘Welsh’ Government.

So what becomes of these handouts now? Will deregulated private housing associations still receive public funding every year?

Another consideration might be that Welsh RSLs are also free to enter into agreements with those London boroughs currently engaged in social cleansing. Which could mean that a Welsh RSL in receipt of your money would be helping move people from London to Wales.

The new Act also allows RSLs to dispose of their ‘engagements’ and land assets. So what redress is there if, for example, Mid Wales Housing sells off land or property to RSLs based in the English West Midlands and these bodies then move many of their less ‘sociable’ tenants into places like Meifod and Llanwrtyd?

Clearly, the temptation is now there for Welsh RSLs to borrow unwisely and to over-extend themselves, which may well serve a certain agenda.

I say that because most people agree that we have too many housing associations. There are ten operating in Neath Port Talbot, six in Conwy, and no less than fifteen in Cardiff.

Obviously, the total number must be reduced, and the new Act makes it easier to undermine RSLs not favoured by Labour – as was done with Cantref – and to force through mergers. Which is what I predict will happen in the coming years, and it will be justified in the name of ‘rationalisation’.

What will be glossed over is the fact that the only housing associations left standing at the end of this process will be those run by Labour Party members and supporters. For make no mistake, the Regulation of Registered Social Landlords (Wales) Act 2018 gives the Labour Party more opportunities to extend its malign influence through giving its hangers-on preferential treatment.

But this is how a one-party state operates – supporters are rewarded and non-supporters compromised or intimidated.

LABOUR’S NUCLEAR OPTION

But the starkest and most dangerous reminder of the one-party state could, paradoxically, come when most people think the power of the Labour Party in Wales has finally been broken. A case of the cornered beast.

I can see a situation, maybe as early as the Assembly elections of 2021, that sees Labour without a majority and unable to cobble together a coalition. The ‘Welsh’ Labour Party will then be in opposition down Cardiff docks.

It is at this point that all the scheming and placements, all the bribes and sinecures, bear fruit, and all the favours will be called in. For it will be when Labour is in opposition that we see the benefit of having a bloated third sector, of filling housing associations with its people, of generally building up a network of supporters and funding recipients, everyone from Mrs Tiggy-Winkle’s Hedgehog Rescue Service to Côr Meibion Cwmscwt.

For I predict with absolute certainty that when Labour loses control of the Assembly it will not accept defeat gracefully. The party will begin a campaign of guerilla warfare to undermine the new administration. Wrecking Wales will be acceptable collateral damage, because the party comes first.

Labour’s foot-soldiers in this dirty war will be its supporters in the sectors and networks the party has carefully built up over the past twenty years, including the deregulated RSLs, and these will be backed by a media that is either Labour-leaning or else a BritNat propaganda outlet for which Labour – as a Unionist party – is far more acceptable than what may have replaced Labour.

Making it easier for Wales to be made ungovernable through vindictive factionalism could be an important consequence of the Regulation of Registered Social Landlords (Wales) Act 2018.

Wales and West Housing, the scandal continues

INTRODUCTION

In the previous post ‘Sister Sledge’ and I tried, in our different ways, to explain the Labour Party’s links with various other bodies, from Spartist rent-a-mob-with-whistles outfits to superficially respectable social housing bodies.

Ultimately, such linkages combine to create a system not unlike those we see in one-party states, where the reach of the ruling party extends into every area of national life. Such contempt for plurality ignores the fact that Labour gets just a third of the votes in Assembly elections and it leads, as in true dictatorships, to over-confidence and even corruption.

Which might explain what I’m now going to tell you. Though if someone can satisfactorily prove to me that it’s nothing more than a genuine mistake then I shall make that clear in a subsequent post.

PLAS MOROLWG

To give you the fullest understanding of the subject I think some background information would be helpful.

Plas Morolwg was a general needs family scheme owned by Bromford Carinthia, an English housing association, and built in the late 1970s. You have to wonder who gave planning permission for an English outfit to ship in dozens of people many of whom would have had special needs, with each one adding to the burden on the local health and other services.

But the importation of England’s problems still goes on, the difference today is that it’s done by ‘Welsh’ organisations using Welsh public money! Yet I have heard of no residential homes or social housing developments in England catering for Welsh people and paid for from English funds. Isn’t that strange?

Tai Cantref, based in Newcastle Emlyn, was pressured into buying Plas Morolwg by Tai Cymru, the former umbrella organisation for registered social landlords, now superseded by Community Housing Cymru. It was not a good buy.

To begin with, Plas Morolwg stood in an exposed location above the harbour/marina in Aberystwyth. It’s a nice spot when the sun’s out but otherwise at the mercy of the weather coming in off Cardigan Bay. Enough of a problem in itself, but Plas Morolwg was not very well built either, and a storm in February 2014 exposed just how bad a job the builders had done.

Almost before the wind had died down Tai Cantref slapped in a planning application on 11 February 2014 to demolish Plas Morolwg and replace it with a “mixed affordable and open market residential re-development”. (Ref No A140117.)

As you’ve seen in the link supplied above, Outline Planning Permission was granted 7 October 2014 and Plas Morolwg was demolished in January 2015.

But more storm clouds were gathering. For some bad business decisions by Tai Cantref encouraged Bay Bubble scheming that saw this housing association brought to its knees and handed over to the Labour Party’s favourite RSL, Wales and West Housing.

This arranged marriage was formalised in September 2016. Which meant of course that Wales and West came into full possession of the now-cleared and ready-to-build-on Plas Morolwg site.

In addition to the Tai Cantref planning application to demolish and rebuild Plas Morolwg Wales and West has submitted a further application – Ref No A170922 – for a further eight “residential apartments”. (Are there non-residential apartments?)

This presumably is in addition to the Tai Cantref application of February 2014 for 64 apartments. The original Plas Morolwg complex was just 44 apartments, but the new building is two storeys higher and many believe it’s an even bigger eyesore than the original.

One thing’s for sure, the biddies on the top floor are in for exciting times when 90mph westerlies blow in from Labrador.

The next development in this saga was Ceredigion council announcing that the Bodlondeb extra care facility in Aberystwyth faced closure. This news was exploited by the Labour Party and its formed-for-the-purpose front organisation the Ceredigion People’s Assembly. (Not to be confused with the People’s Assembly of Ceredigion, or the Popular Assembly of Ceredigion.)

In response to the campaign the council entered into talks with Wales and West in the summer of 2017 for an extra care residential facility on the Plas Morolwg site to partly replace Bodlondeb.

So a Labour-led campaign against Ceredigion’s non-Labour council eventually drove the council into the arms of the Labour-run Wales and West Housing, which may now be in a position to demand whatever it wants on the Plas Morolwg site.

LATEST DEVELOPMENTS

I have been helped with this section by someone who has signed up to the new party, someone with connections in Ceredigion Council and Cantref, and this individual has some very interesting information about the Council’s final quarter Social Housing Grant programme bid to the ‘Welsh’ Government.

Submitted by Keith Davies, on 16th February 2018, I am informed that the bid spreadsheet includes the following statement: “We have included a drawdown request for the Plas Morolwg extra care scheme acquisition stage totalling £1,690,000 . . . ”

The spreadsheet shows £1,051,000 being claimed for site acquisition of Plas Morolwg in the 2017/18 Social Housing Grant development programme; with an extra £188,500 claimed from any spare moolah available in 2017/18 surplus grant round to top up the “remaining acquisition grant only”.

This seems to suggest that Wales and West is to be paid Social Housing Grant to buy a development site that they acquired when the ‘Welsh’ Government encouraged them to take over Tai Cantref. In other words, a site they already own!

But just to be sure, I went to the Land Registry website. From there I downloaded both the title and the map of the site. There seems to be little question that Wales and West owns the Plas Morolwg site and with no money owing to banks or other lenders.

But then I got to thinking, ‘Well, hang on, maybe Wales and West is buying some extra land, and that explains this “acquisition stage” payment?’ So I went to the plan on the Ceredigion Council website, the plan relating to the proposed redevelopment of the site, and compared it with the Land Registry map.

They’re identical. As you can see for yourself.

The proposed development moves down the hill to minimise the impact of the two extra storeys and this will almost certainly mean that access, parking and just about everything else will be located at the rear of the building.

‘THE WILD WEST SHOW’

In the days when Ceredigion council was run by men of property, planning permission was so easy to come by, and planning rules treated with such contempt, that Paul Flynn, the veteran Newport West MP, described Ceredigion council as “the Wild West Show”.

Those days of greedy landowners enriching themselves may be gone, but a new menace to open and honest local government in Ceredigion has emerged in the form of Momentum, whose followers act as foot-soldiers for a locally unelectable Labour Party and its linked organisations.

This was all explained in my previous post.

Juvenile leftists with nothing better to do are one thing, but with Wales and West Housing we are dealing with a ruthless – possibly corrupt – organisation bent on hoovering up rivals thanks to funding and political support provided by its parent body, ‘Welsh’ Labour.

So we need answers to the following questions, and these answers must come from Wales and West itself, Cyngor Ceredigion, and the ‘Welsh’ Labour Government.

First, has the Plas Morolwg development received full planning approval? Then, given the history of the site, where will the residents come from?

But perhaps most important of all – is Wales and West Housing receiving £1.69m to buy a site it already owns? If so, why? And who authorised this funding?

The time has come for opposition politicians in the Assembly to demand an investigation into social housing in Wales; we must know exactly how it’s funded, whether it meets – even exceeds – the needs of Wales, and the relationship between some housing associations – particularly Wales and West Housing – and ‘Welsh’ Labour.

UPDATE 01.03.2018: Someone sent me a ‘Welsh’ Government document called a (social housing) Programme Delivery Plan for Ceredigion. I’m not sure how readable it is, but anyway, here’s the link.

The first page lists a number of projects in the pipeline, including Plas Morolwg, but with some information redacted. The other project with information redacted is Mid Wales Housing’s Cylch Caron in Tregaron, which I understand has been scuppered by Cyngor Ceredigion getting into bed with Wales and West up on the windy heights of Plas Morolwg.

Note also on this first page that under the ‘Tenure’ heading all the other projects are listed as ‘Social’, but not Plas Morolwg, which is ‘Neutral’. This I’m told means that it will either be private housing or mixed.

And yet, as I’ve explained in the main post, Wales and West is asking for Social Housing Grant to acquire the Plas Morolwg site. Yet we know a) Wales and West already owns the site and b) the Programme Delivery Plan now tells us W&W will not be building social housing.

So what the hell is going on here?

Scroll down to the third sheet (which I suspect is a continuation of the first) and you’ll find other Wales and West projects with information redacted. In fact, there are five redactions for Wales and West, the two for Mid Wales Housing, but none for Tai Ceredigion which has the most entries on these sheets.

So why does Wales and West Housing get such preferential treatment from the ‘Welsh’ Government? I can understand the reasoning behind commercial confidentially, but when it’s only applied to Wales and West it looks very much like favouritism. Or maybe hiding something?

P.S. I’ve also seen the Pembrokeshire Programme Delivery Plan, and there Wales and West has even more redactions. They may be connected with a development called Parrog Yard in Newport. Any information will be gratefully received and treated confidentially.

While the brothers in Cardiff Bay were fighting over the ashes of Carl Sargeant and positioning to succeed Carwyn the Untrustworthy, no one noticed that another struggle was bubbling away in deepest Ceredigion.

It started around the time of the last County Council election in May 2017, with the first rumblings over proposals for a women-only shortlist, which might have seen sister Dinah Mulholland and others being considered ahead of Ceredigion’s only Labour councillor, Hag Harris, who had served in both Liberal-Independent and Plaid coalition cabinets, building up a nice pension.

The experienced Harris succeeded in seeing off these early stirrings and secured his usual seat in the election, only to be shunned by the Plaid council leader this time round and left on the back benches. The council rumours appear to be that this was due to his opinions on the closure of Bodlondeb residential home; caught in a pincer movement between his previous role as cabinet member with responsibility for social services, which damned him in the eyes of the younger, Corbynite brothers and sisters who sought to exploit the home closure for crude political advantage.

After a lengthy public campaign over the closure of Bodlondeb, which saw the brothers and sisters exultant when Chavs author Owen Jones joined them on the streets of Aberystwyth to argue for public residential homes workers to be kept in a job no matter how much money was being lost, but the home still closed.

Though not before the (under siege) Plaid Cymru council leader was forced to turn to Labour’s favourite housing association, Wales and West, and agree to them having a 60 bed extra care facility on the prime development site where once had stood Plas Morolwg. This site had been gifted to W&W by the Labour Welsh Government when local association Tai Cantref was deliberately shafted by their lenders and hung out to dry.

Outline planning permission was swiftly pushed through, as it became clearer that the fifteen-years-in-the-planning alternative extra care scheme in Tregaron was hitting the rocks. So, the future looked bright, with Wales and West Housing moving back into Ceredigion, Carmarthenshire and north Pembrokeshire, backed by certain friends within Ceredigion County Council.

Pretty soon afterwards, plans for lots of flats in Lampeter emerged as well, with proposals to demolish the old Ffynnonbedr primary school right in the middle of Hag Harris’s ward, backed with an allocation of Social Housing Grant from the Welsh Government, via the county council officer who likes to say “yes” to Wales and West.

You would think that Cllr Harris might have been pleased about this development – but no, alas, both he and other members of the Town Council were already aware of the lack of management of the existing Wales and West flats in the town, and the constant visits by the Police concerning drugs and damage to property. Could this be the Corbynista’s revenge?

Lampeter also being the place of work of the Dinah Mulholland mentioned above, where she supports the special students who, having gained their university place to do Egyptology or religious studies, with E or below A level grades, still need that extra bit of support.

Sadly, the drop in the number of students achieving even those grades has meant a surplus of student accommodation, and therefore empty private sector rented accommodation in the town, leading to an increase in second and third generation LSD hippies moving out of their caravans in Silian and into the unlicensed HMOs in the town.

The experienced Cllr Harris has at least stalled the planning consent for the Wales and West additional flats, whilst his Corbynista sisters in the Constituency Labour Party post on the Ceredigion Labour Facebook Page about Corbyn’s pledge to build 8000 new homes to take the homeless off the streets.

So, having given Wales and West a lift in Ceredigion, what next for the young revolutionaries? Well, social media is a young people’s game, and Cllr Harris and his ilk are not known to frequent those channels.

Dinah and her Aberystwyth university comrades came up with the next idea around January 2018, with the creation of a (quite sinister looking) new Facebook page called Ceredigion Tenants. As you can see, the page has a clenched fist profile picture and other leftist imagery, such as “eating the rich”. The intention is clear – to get down with the ‘tenants’ on Facebook, and encourage them to revolt!

There have been encouraging posts about building more council housing (in a county that couldn’t look after what it already had) and what to do with rogue landlords and how tenants should form tenant unions. Plenty of promoting the posts of Shelter Cymru, most of whose senior staff are active Labour Party supporters, and make a living out of taking landlords to Court on the back of generous legal aid. All good stuff, churned out from their university-paid desks.

The Corbynistas soon latched on to a local issue with Ceredigion-based Tai Ceredigion, who had the audacity to suggest that some of their tenants should comply with the terms of their tenancy agreements, and not keep dogs or cats in flats, or accumulate weeks worth of their faeces.

How dare they! Surely it is the right of every tenant to do what they like, to allow their dog to bite the neighbours or housing association staff, and to dump cat litter over the balcony onto the one below. This local issue has nicely coincided by a new policy initiative from the Corbyn side of the party to propose legislation to give every tenant the right to keep a pet.

A browse through the newly established Ceredigion Tenants Facebook page will show dozens of posts in support of the tenants, many comments urging tenants to visit the local Shelter Cymru advice worker, and to seek legal aid to fight this great injustice of requiring them to adhere to the tenancy agreements that they signed. Petitions have been “organized” (sic) and promoted by Daren Howe, the local expert in change.org petition promotion.

Daren has now helped get the pet petition over the 2000 mark, by cross-posting to other Corbynista groups and animal rights activist networks – but with very few signatures from Ceredigion itself. Rumour has it that Daren himself has a bit of a history with a former council house he used to live in, before abandoning ship for a tenancy in Cardigan with those nice people at Wales and West.

Whilst it is clear who is behind the Ceredigion People’s Assembly from cross-postings of the pet ban petition made by members of Ceredigion Labour and from Ceredigion Tenants Facebook page, the brothers and sisters have been reluctant to be up front about it.

However, in one of the postings by the administrator of Ceredigion Tenants, Dinah Mulholland, reveals herself as one of the sisters behind the initiative:

Ceredigion Tenants I have given your names to Jess from ITV and Sian from BBC Wales. I suggested they make contact via this Facebook page. Hope that works. Let me know if not and I follow it up. Hope you are all OK. Dinah x”

Obviously you won’t find many genuine Ceredigion people among the vegans and the green tea-drinking university sisters such as Dinah Mulholland, Jo Eastlake and Claire Risley.

Where next, eh? Maybe their new-found sister in Cardigan, Morvenna Dorita, will mount a takeover for Cardigan Town Council?

You heard it here first, folks, the revolution started with the comrades in Ceredigion.

JAC SAYS . . .

I am indebted to ‘Sister Sledge’ for this timely reminder of how the Labour Party extends its influence in the absence of a democratic mandate by using trade unions, campaign groups, charities, third sector bodies and, increasingly in Wales, housing associations.

Not forgetting how Labour activists exploit local issues such as the closure of the Bodlondeb care home in Aberystwyth and the pets ban in social housing flats. The sort of things Labour councils do everywhere but which only draw the ire of the comrades in areas that Labour doesn’t control.

What’s happening in Ceredigion though may take things a step further because the sudden flurry of activity among the comrades – and perhaps more particularly, the comradesses – is done not just to extend the influence of their party, for I suspect that the faux outrage over the closure of Bodlondeb and the pets ban may serve a bigger agenda.

‘Sister Sledge’ mentioned Wales and West Housing, which I’ve written about many times. This is a Cardiff-based housing association now spreading like a virus across Wales with the help of the ‘Welsh’ Labour Government. It recently built new offices in Ewloe, Flintshire.

In its desire to take over as much of Wales’ social housing as possible and perhaps become the last – or the biggest – left standing after the inevitable reorganisation takes place Wales and West tries to gobble up everything in its path.

‘Sister Sledge’ made reference to Cantref, a housing association based in Newcastle Emlyn, which was undermined by the ‘Welsh’ Labour Government and then handed on a plate to Labour-controlled Wales and West. Cantref’s former properties are now run from Cardiff, and Welsh – the working language of Cantref – is treated as an irritating irrelevancy by Wales and West.

Forget Carwyn’s million Welsh speakers by 2050, the Cantref episode shows us ‘Welsh’ Labour’s real attitudes towards the Welsh language.

A neighbour of Cantref’s now being eyed by W&W, is Tai Ceredigion . . . ‘But wait!’ you exclaim, ‘isn’t Tai Ceredigion that wicked housing association that rips fluffy kittens from children’s arms and smashes their little skulls with lump hammers (the kittens not the children)? Yes indeedy.

Are you beginning to get the picture? For those of you still having trouble, let Jac lead you by the hand . . .

Ceredigion county council had on its hands an extremely pale pachyderm in the form of Bodlondeb, a drain on the public purse that could no longer be justified. Sensing a chance to manipulate public opinion and use it to expand in Ceredigion both ‘Welsh’ Labour and Wales and West Housing swung into action.

Ceredigion People’s Assembly was set up in August 2017, the foot-soldiers were organised and had a protest march on September 16th (Glyndŵr’s Day). A further rally was organised on November 4th which was attended by the saintly Owen Jones.

Result: Ceredigion council closes Bodlondeb but the bad publicity generated by Labour front organisation, Ceredigion People’s Assembly, virtually blackmails the council into allowing Labour-controlled W&W to build a replacement facility on the Plas Morolwg site.

Emboldened by that victory, the next target is Tai Ceredigion, and we see the same foot-soldiers form another Labour front organisation, Ceredigion Tenants, whose Facebook page sprang into life on January 11, just one day after Tai Ceredigion sent its letters about pets to the tenants of the Penparcau flats.

If all goes according to plan the ‘Welsh’ Government will hand Tai Ceredigion and its assets over to Wales and West Housing, as it did with Tai Cantref. And despite being consistently rejected by the electors of Ceredigion the Labour Party will have secured for itself considerable power in the county.

This is clearly a subversion of the democratic process, but it’s only what we should expect from Jeremy Corbyn’s Labour Party.

One great irony is that because those involved with Ceredigion People’s Assembly, Ceredigion Tenants, and even the Labour Party, are English, what we see is a kind of hard left colonialism. 

Which should remind us that when it comes to English colonialism in Wales there’s no real difference between hard left and extreme right, though maybe the right is more honest about what it’s doing. 

Tai Cantref: Fate Decided by Labour Cronyism

You will recall that in a few recent posts (below) I have looked at the Newcastle Emlyn-based Cantref housing association, which seems to have gone through a rocky patch of late and, following an ‘investigation’, is to be taken over by Wales and West Housing of Cardiff. A bit of digging combined with election dirty tricks has turned up some rather disturbing connections.

The investigation into Cantref was carried out by a company called Campbell Tickell, of London. So who are Campbell Tickell? They seem to be a company that has all the bases covered in the social housing and charities sector.

They are, in their own words, ” . . . an established multidisciplinary management consultancy focusing principally on housing, regeneration, charities and social care, and with a growing involvement in sports and leisure. Our services extend across: strategic and business planning; governance and regulation; performance management; procurement; asset management and development; growth and new business; regeneration and stock transfer; customer services; communications and public relations; human resources and recruitment. Alongside our central team of 18, we have a network of nearly 150 associate consultants, both generalist and specialist”. Phew!

The eponymous Campbell and Tickell are Greg Campbell and James Tickell. So who are they?

Well, Greg Campbell has a long career in social housing, local government and the Labour Party. (The three often intertwine.) And as his Linkedin profile tells us, for three years he was a full-time employee of the Labour Party.

Linkedin tells us that James Tickell has a somewhat similar career history to Campbell; that is, after attending prep school, Westminster School and Cambridge. (Sub, check if he’s the son of Sir Crispin Tickell.) And while I’ve found no direct link with the Labour Party we can be fairly certain he’s no Conservative.

Campbell Tickell it was that recommended Cantref be gifted to Wales and West Housing. The chief executive of Wales and West is Anne Hinchey, wife of Cardiff Labour councillor Graham Hinchey. Anne Hinchey herself has worked for Cardiff city council.

If the name Anne Hinchey sounds familiar, it may be because she’s been in the news recently for ordering Plaid Cymru election placards to be removed from Wales and West properties in Cardiff (2:05). Mrs Hinchey is of course a paid-up member of the Labour Party. In fact, there seems to have been a coordinated effort by ‘Welsh’ Labour and its offshoots – especially in Cardiff – to engage in lies, vandalism, intimidation and other tactics. This is nothing new.

A few years back a Cardiff shopkeeper was threatened because he refused to promote Labour Party literature. A few miles away, during the 2011 election, a Labour MP admitted to taking down Plaid Cymru placards. Today it’s being reported that Plaid supporters in the Butetown (‘Tiger Bay’) area of Cardiff are being intimidated.

Perhaps one of the weirder incidents thus far reported (for I have no doubt there will be others) is the pub that was visited by council officials after putting up Plaid Cymru posters . . . so now they’ve put up placards!

But as we know, this is how Labour operates. Labour, and especially its ‘Welsh’ branch, is corrupt and anti-democratic. It now begins to look as if canvassing returns in some areas are giving Labour activists the heebie jeebies, and panic is setting in.

But enough of this visual banter, let us return to Cantref, and Wales and West, and of course, Campbell Tickell. This is how they are connected:

The Labour regime down Cardiff docks went to a Labour-supporting company in London and asked it to look into a (non-Labour) housing association in west Wales. The unsurprising outcome was that the company in London recommended that said housing association be handed over to a housing association in Cardiff run by a Labour Party member whose husband is a Labour councillor.

Perfectly normal behaviour . . . for a one-party state.

I don’t doubt that things went wrong at Cantref. But nor do I doubt that those involved in the ‘investigation’ had a vested interest in transferring its operations to Wales and West Housing.

A cynic might wonder if the decision to gift Cantref to Wales and West wasn’t taken before Campbell Tickell got involved; and that they were brought in as an expensive cosmetic exercise, given the desired result, and told to manufacture ‘justification’. But as I say, only a cynic would think that, and there’s no place for such people on this blog. Oh no.

What I will say is that this whole business stinks. And until there is an independent investigation into how best to resolve Cantref’s difficulties it must not be taken over by the Labour Party Wales and West.

Housing Associations – All Change?

I sense that changes are taking place in our housing associations. Maybe someone, somewhere, has at last realised that pouring obscene amounts of public money into fifty or so bodies, many of them overstaffed and / or inefficient may not be the best way of meeting the need for rented accommodation.

In England, the process of Registered Social Landlords merging is steaming ahead. So we can expect more mergers here because it’s basically an Englandandwales system, the main differences being of scale and the fact that concessions are made here to faux socialists over sales of social housing and other matters that might drive them to the barricades . . . or to their iPhones to put out an indignant tweet.

For various reasons set out below, mergers are to be encouraged, but here in Wales they seem to be things of great mystery, perhaps because housing associations are allowed to behave like secret societies. For despite receiving hundreds of millions of pounds of public funding they are exempt from the Freedom of Information Act. This cannot be right. I defy anyone to argue that it is right.

Despite being confronted with a culture of omerta a few dogged individuals have persistently asked the awkward questions, but some of the ‘answers’ from officialdom have come direct from the Ministry of Bullshit.

Let us start by reminding ourselves of recent developments at this housing association in Castell Newydd Emlyn, and try to figure out what these changes might mean because, predictably, the findings of the ‘Welsh’ Government’s investigation into Cantref will remain secret. For those who missed it, here’s a link to my previous post, Tai Cantref: Favoured Suitor Named.

The ‘Favoured Suitor’ is the Wales and West Housing of Cardiff. A curious choice, some may think. Much of its business is in the care home sector, not only in the south but also in towns like Brecon, Llandrindod, Newtown, reaching up to Flintshire and Denbighshire where many of its clients come from over the border.

Between 2008 and 2015 Wales and West received almost £65m in Social Housing Grant alone. (There are a number of other ‘funding streams’ for RSLs or, given the amounts involved, raging torrents.) Why is Wales and West – or any ‘Welsh’ RSL – allowed to use Welsh public funding to ease the care bill of Liverpool and other English authorities?

And I’m still waiting to learn why Wales and West was awarded £25m by the Department for Communities and Local Government in 2014 “to build 251 homes in Wales”. Social Housing is devolved, so why did Wales and West apply for funding to what is in these matters the English government? Come to that, why did the DCLG award the money?

The announcement of Cantref’s proposed connubials with Wales and West was made in this press release, in which we see the name of mystery man Kevin Taylor. He turned up in 2014 after a career spent in the hotel business in Bermuda and now – in his role as ‘Interim Chair’ – he’s deciding the fate of a Welsh housing association. So I’ll ask again: Who the hell is Kevin Taylor? And who forced him on Cantref?

The only real development since my previous post is that another press release was issued late on Friday afternoon, this one by the propaganda bureau at Carmarthenshire County Council.

Having given the matter of Cantref’s fate some thought, I have concluded that while there are almost certainly better options, if it comes to a straight fight between Carmarthenshire County Council and Wales and West Housing, then I shall support Carmarthenshire. And let’s not rule out Tai Ceredigion. Now I’d better explain my reasoning.

  • Most of Tai Cantref’s properties are in Ceredigion, ideal ‘retirement’ country that granny-farmers Wales and West would certainly exploit.
  • Carmarthenshire’s tyrannical chief executive Mark James will not last for ever. His days may already be numbered.
  • Council mergers are on the horizon, so the days of Carmarthenshire itself are also numbered.

Stop Press: You will recall that in my previous post we heard – from ‘Dai the Post’ – about Hilary Jones, chief executive of the Bro Myrddin housing association, who served as interim CEO at Cantref. According to ‘Dai’, she pressed Wales and West to take over Cantref and put her in charge. And of course, ‘Dai’ also told us that Hilary’s hubby served as interim head of finance at Cantref.

Another name ‘Dai’ mentioned was David Hedges. Those with good memories might recall that this man got a mention last July in this post of updates and tit-bits (scroll down). Hedges runs a ‘consultancy’ called Cyngor Da. I now learn that David Hedges has also served time recently with Cantref, presumably ‘consulting’, or rather, being consulted, or however it works. And that his time at Cantref coincided or overlapped with Hilary Jones’s.

Perhaps more importantly for the purposes of this post, I’m being told that David Hedges has also worked with Campbell Tickell, the English company called in by (London-loyal civil servants acting in the name of) the ‘Welsh’ Government to investigate Cantref.

P.S. When reading the Wales and West website I saw the name Anne Hinchey, Chief Executive, which rang a bell. She is of course married to Councillor Graham Hinchey of Cardiff Council. Yet another example of the troubling link between the Labour Party and the Third Sector.

A link that does so much damage to Welsh public life through nepotism and other forms of corruption. And in this case perhaps explains why Cantref is being gifted to a housing association in Cardiff.

RCT HOMES

In my Easter Miscellany 2016 I touched on comings and goings, and tenant unrest, at RCT Homes. A body that gained brief notoriety in the public prints when it advertised for a chief executive at a salary of £150,000 a year. Here’a report from Inside Housing dealing with the departures.

The most high profile of those departures was CEO, Andrew Lycett, who left in mysterious circumstances in November last year, but soon took up a job with the Jehu Group Ltd, a construction company “operating throughout Wales and the West”. (The ‘West’ of where?) Jehu is just the sort of company that would recruit someone with inside knowledge of how housing associations operate and public money is splashed around. Here’s a video of Lycett bragging about RCT Homes’ labour being “locally sourced” . . . but obviously not for the top jobs.

RCT Homes lost a couple of other senior staff around the same time. One was Lycett’s deputy, Malcolm Wilson, who took ‘early retirement’. Wilson is yet another Englishman who slunk over the border to take advantage of the billions of pounds in public money sloshing about Wales with neither oversight nor monitoring. Wilson is said to have been “demeaning” to Wales and the Welsh language.

The third to jump ship, or be pushed overboard, depending on how generous you feel, was Finance Director Lisa Pinney. ‘Jolly hockey sticks’ is not a phrase I employ but it’s often used to describe a certain type of female; in the case of Pinney, a board member of Hockey Wales (not ‘Welsh Hockey’, note), it seems entirely appropriate. Ms Pinney also found lucrative employment, in her case with Pobl, a recent merger between the Seren Group and Grwp Gwalia.

It really is a jobs merry-go-round, giving free rides to people who would struggle to survive in the world of real business. And we pay to keep this ‘merry-go-round’ turning.

The consultant (that word again) called in to see what was going on at RCT Homes – and no doubt paid many hundreds of pounds a day – was an Adrian Barber. It should go without saying that he’s English. What else do we know about him.

From August 2010 until April 2011 Barber was Interim Head of Housing at the London Borough of Bexley. In September 2011 he joined the PSI Consultancy (UK) Ltd. This is an outfit that provides “Interim Management” to councils and housing associations in trouble – at extortionate daily rates of course.

He first came to Wales to join RCT Homes as Interim Housing and Repairs Director in February 2014, and was in that post until May 2015 – at consultant’s rates. In June 2015 he became RCT Homes’ Interim Director of Homes and Neighbourhoods, a post he still fills. That is, when he’s not being Interim Chief Executive as well, a position he’s held since last September. (Does he get paid two consultant’s daily fees?)

I’m told that despite holding two ‘interim’ posts at RCT Homes Barber is never available. Is he off moonlighting, being a ‘consultant’ to somebody else!

It’s easy to understand why we, the people who pay, are being denied the facts about RCT Homes, just as with Cantref. For a start, we’d be told how much has been paid out in consultants’ fees. (Because Barber may not be the only ‘consultant’ at RCT Homes.) We’d know what gross inefficiency or corruption caused the implosion. And we’d also learn how much public money had been lost. Our money.

Something obviously went very badly wrong at RCT Homes last year – and it might have been brewing for some time before that – but just as with Cantref, we are not allowed to know the facts. Nobody is to blame, public money doesn’t matter – so mind your own business!

Though information I’ve received suggests that the sackings – for that is what they were – may have been partly due to the manner in which Lycett, Wilson and Pinney administered grants from the Tower Fund, linked to Tower colliery, and Meadow Prospect, the charitable arm of RCT Homes. If you were ‘in’, then you got a grant, if not, well . . . There is also said to be an unaccounted for deficit of £10,000 in the Tower Fund.

Something else that might have contributed to the threesome’s downfall was the planned housing on Penrhys, above the Rhondda valleys.

A source has written: “Various deals were made to build more houses on Penrhys with dodgy firms some that didn’t even exist. One such scheme for several millions was fronted by a local builder who said he was raising the money on his mortgage for example”. Is this for real!

After reading this I delved into my archives (they can’t touch you for it!) and lo and behold! what did I turn up from September 2012 but Penrhys: What’s Happening? Regrettably, the comments were lost when those bastards at Google pulled the plug on my earlier blog due to some other bastard complaining about something I’d written – can you believe that!

Anyway, my guess is that there’s a lot more to be unearthed about RCT Homes, so please point me in the right direction, folks.

PEMBROKESHIRE HOUSING AND MILL BAY HOMES

Seeing as so much Welsh public funding is being used to build social housing in Wales (or at least, being diverted to housing associations) we, the people of Wales, have every right to be assured that the money is being properly spent. Here are some observations and recommendations:

1/ RSLs should do what it says on the tin – provide social housing for those within Welsh communities who need social housing.

     They should not build student accommodation; they should not build properties for sale to ‘investors’; they should not enter into partnerships with the Probation Service and other bodies seeking to ‘relocate’ undesirables to Wales. In short, RSLs should not deviate from their raison d’être.

2/ There must be far better monitoring of RSLs by the ‘Welsh’ Government. More rigorous oversight would allow a ‘doctor’ to be sent in rather than an ‘undertaker’. 

     Though it must be a better system than the current one of importing ‘consultants’ at exorbitant fees, especially when those ‘consultants’ so often remain as ‘interim’ executives.

3/ RSLs should not be allowed to create ‘subsidiaries’ in the hope of using these to avoid legislation applying to RSLs or any other devious purpose.

4/ RSLs must be covered by the Freedom of Information Act 2000.

5/ A RSL must demonstrate need for social housing from within a community before funding is awarded or planning permission granted for new social housing within that community.

6/ No tenancies are to be awarded to anyone who has not lived in Wales for the three years prior to the application or for five years at some earlier time.

7/ The existing system of Registered Social Landlords and the provision of social housing is unsustainable for the following reasons:

a) The vast amounts of public funding they absorb, too much of which is spent on salaries, pensions and administrative costs.

b) The inefficient or non-existent monitoring and oversight by the ‘Welsh’ Government.

c) The fact that RSLs underperform, making little real impact on housing need.

8/ In the medium to longer term RSLs must either a) have their public funding withdrawn and become private companies or b) their housing stock – built with public funding – must be taken back into local authority control or some other form of public ownership.

     Given the colonial relationship between Wales and England privatised social housing companies would inevitably be swallowed up by larger English companies; consequently (and reluctantly), I prefer the public ownership option. Not least because this course is more likely to create jobs within Wales and to keep money circulating within the Welsh economy.

Tai Cantref: Favoured Suitor Named

Tai Cantref, the Newcastle Emlyn-based housing association has been in the news recently, but for all the wrong reasons. It has, I regret to say, found its way up Shit Creek, where it will struggle to find a berth due to all the other wrecks jostling for space.

For Shit Creek is now home port to a whole fleet of rusting hulks that have collectively ripped countless millions from the Welsh public purse in the devolution era, a period that has given us successive administrations believing that handing out billions to the Third Sector and assorted peripatetic shysters is a substitute for an economy.

The troubles at Cantref did not come out of the blue, they’ve been predicted for some time. They seemed to start with a few poor business decisions, such as trying to turn the old government building at the foot of Bronglais Hill in Aber’ into student accommodation.

Though, in fairness, Cantref may have been trying to do the right thing. For here, in the Annual Report 2012 / 2013 (page 16) we read, “To build new homes, Cantref need (sic) to generate more income and rely less on Social Housing Grant. A successful new initiative to Cantref this year was the introduction of our new student accommodation. We were successful with the submission of 65 units to be part of the Welsh Government’s Revenue Grant programme”. Alternatively, Cantref was laying off one teat to start sucking on another.

The old government building though is quite impressive, as you can see . . . but then, white elephants so often are.

And then, when it began to be realised that Cantref was failing, it seems that a ‘What the hell!’ mentality took over and those responsible for Cantref’s demise decided to invest some of the remaining money in drowning their sorrows.

Or certainly, that’s the impression I gained from this comment to the blog last July. The ‘castle’ referred to is of course Chateau Tucker, the £15m B&B in Cardigan (paid for with public funding, of course), of which I have written many times.

Even though Cantref, a publicly-funded body, was subsequently investigated by persons answering to our democratically-elected representatives we, the public at large, we, whose money is used to fund these bodies, were not allowed to know what had gone wrong. And this from a Labour regime that preaches ‘openness’.

Once it became known that Cantref was in trouble the vultures started circling, among them Mark James, chief executive of Carmarthenshire County Council, though how much the councillors knew of this bid is open to question. For Mr James believes in treating councillors as one would mushrooms. (Keep them in the dark and ply them regularly with shit.)

But there were others interested in taking over Cantref, as we were told by ‘Dai the Post’, in this comment from earlier this month. In particular, note Dai’s reference to “Hillary Jones, from neighbouring ha Bro Myrddin has been trying to self promote herself by persuading Wales and West ha from Cardiff to bail out Cantref and give her a bigger job as head of their western poorer Welsh speaking colony. Perhaps she has been getting advice from her (x Gwalia finance director) husband? More hostels anyone?”

And so it came to pass. Today it was announced by a Cardiff PR company that the option preferred by Cantref is a ‘merger’ with Wales and West Housing of Cardiff. (Read the press release here.)

Extra! Extra! You will note in the press release that the person speaking on behalf of Cantref, and in favour of the merger with Wales and West is, “Kevin Taylor, Interim Chair”. Returning to Wales and West Housing, I have a number of problems with this proposal:

  • Judging by this video and other information on the website Wales and West spends a lot of our money building retirement homes for English people, which obviously increases the load on our overburdened NHS and other services. Acquiring Cantref, which operates mainly in Ceredigion, could represent something of a bonanza for a company seeking to attract English retirees.
  • There is a distinctly ‘unWelsh’ feel to Wales and West that perhaps reflects its areas of operation in the south east and the north east. (Check out the Directors to see what I’m alluding to. This is clearly a business, but not a Welsh business.) No merger should be allowed unless – at the very least – there are firm assurances that Cantref’s existing Welsh staff in Newcastle Emlyn will be retained.

This is clearly a ‘merger’ of the kind that took place between Nazi Germany and Poland, or between Communist China and Tibet . . . or between England and Wales.

Social Housing Back to Council Control?

THE TRAVAILS OF CANTREF

Over the years I have written exhaustively on housing associations, I’ve explained the funding they receive, their staffing levels, and the fact that at a time when politicians argue our 22 local authorities must be cut to 8 or 9 those same politicians are quite content to see Wales lumbered with 50 or so housing associations, often with three or four operating in the same area, duplicating each other’s work and sometimes competing for clients and funding.

The contradiction in the differing attitudes to local authorities and housing associations is obvious, with the result that it has become increasingly difficult to defend the generosity extended to so many housing associations. But rather than openly admit that the social housing system is a very expensive shambles, it now appears that our masters have chosen to make changes to the social housing system by subterfuge.

One housing association I have written about more than once is Cantref (formerly Tai Cantref), based in Newcastle Emlyn and operating mainly in Ceredigion, plus north Carmarthenshire and north Pembrokeshire, with an outpost in the Machynlleth area of north west Powys.

I haven’t been the only one training a beady eye on Cantref, others are the ever-watchful Wynne Jones, even the ‘Welsh’ Government! Though given the way the ‘Welsh’ Government cossets housing associations things must have been really bad for that lot to step in. But we aren’t allowed to know what ailed Cantref because the report will not be made public and FoI requests have been refused.

To fill in the background . . . It was known by July 2015 that Cantref was being investigated, the Cantref Board received their copy of the report in December, and early in the new year the chief executive, Lynne Sacale, and others, left. Cantref is now looking for a merger.

As is the way with such things, and just before it was publicly known that Cantref was being investigated, I received a revealing comment to this post alleging Bacchanalian excesses at Cantref’s expense in the grounds of Chateau Tucker. Read it for yourself.

Cantref piss-up

As the writer states, one reason for Cantref’s woes was undoubtedly that it had invested in student accommodation in Aberystwyth at the very time Aber’ Uni began sliding down the various league tables, with the predictable consequence of student numbers dropping.

Though it has to be asked who funded this student accommodation. Presumably the funding originated with the ‘Welsh’ Government, which then raises the question: Should money allocated to social housing have been used for student accommodation? Perhaps not, so maybe the report is being withheld to save the blushes of Carwyn and his gang.

The good ship Cantref now appears to have at its helm a Hilary Jones, of the Bro Myrddin housing association. Ms Jones’ husband (sub fill in name) is said to be a former finance director at Grwp Gwalia HA. And according to ‘Dai the Post’ in a recent comment she, ” . . . has been trying to self promote herself by persuading Wales and West HA from Cardiff to bail out Cantref and give her a bigger job as head of their western poorer Welsh speaking colony.”

You’ll note from the Gwalia website that it has recently merged with the Seren Group of Newport to form Pobl. And this site seems to tells that Charter Housing is also part of Pobl. So mergers, or takeovers, whether voluntary or enforced, are obviously in vogue.

Another change in personnel that may be relevant to recent events at Cantref was the appointment in July 2014 of Kevin Taylor to the management board, where he now serves as interim chair. It may simply be a coincidence of timing, but the problems for Sacale and the others seem to have started soon after Taylor arrived on the scene. So who is he?

According to his Linkedin profile Taylor was employed by Forte Hotels between 1977 and 1987, then, from 1987 until 2013, he worked in Bermuda. More recently, from January 2013, he has been a ‘Hotel Financial Consultant’ for Taylor Accountants, a company for which I can find no record. (I do hope it’s not registered offshore!)

An interesting employment record that raises a number of questions:

  1. Does he have any knowledge or experience of social housing?
  2. Is he familiar with the social patterns and housing issues of rural Wales?
  3. Assuming the answers to 1 and 2 are No, who appointed him, and why?

As I say, Cantref is now looking for a partner, and referring again to the comment from ‘Dai the Post’, there are said to be five suitors. One is Millbay Homes, the ‘Welsh’ Government-funded ‘subsidiary’ of Pembrokeshire Housing that builds homes for sale to ‘investors’. Another is Carmarthenshire County Council, though whether the executive board knows anything about this is open to question, and we can guarantee that the common herd of councillors is completely in the dark.

Elsewhere in his comment ‘Dai the Post’ tells us that someone answering to Robin Staines, Head of Public Protection and Housing at CCC, has been parachuted in to Cantref, possibly to prepare the ground for a takeover. ‘Dai’ further suggests that this aggressive move is viewed within Cantref as a bit of empire building ahead of local government reorganisation. I think the suspicion is correct, and we could see more such moves, all done in the shadows with the connivance of a ‘Welsh’ Government committed to ‘openness’!

Despite not having seen the WG’s report into Cantref the executive board of Carmarthenshire County Council will, on April 19th, be expected to approve in principle the council taking over Cantref. Not for the first time, chief executive Mark James will present councillors with a fait accompli. Ain’t democracy wonderful!

Another source tells me that despite what are alleged to be its failings Cantref is the largest employer in Newcastle Emlyn, it employs locals and conducts most of its business in Welsh. The fear is that if the takeover goes through then the HQ will move to Llanelli and, given the recent recruitment record of the council, it will swiftly lose its Welsh character.

The James Gang

Thinking about Carmarthenshire County Council and the record of Mark James raises the obvious question – why is he still there? After using council money to fight a private libel case, after wasting council money to fund Christian fundamentalists in building a church and a bowling alley (yes, a bowling alley!), and after turning Sir Gâr into the Welsh equivalent of North Korea, why the hell hasn’t the ‘Welsh’ Government stepped in to remove him?

Let me answer that by taking a little detour. When inexplicable things happen there is very often a simple explanation, but one that the media and our political class would rather not touch. I have recently written about the land deals conducted by the Regeneration Investment Fund for Wales that might eventually lose the public purse as much as £200m. Let’s stop beating about the bush – this is corruption, pure and simple.

Many times we see things happen in public life that are difficult to explain; contracts given without a tendering process; people being promoted above their ability; wrongdoers escaping justice. In such cases Freemasonry or other secretive groups can often be behind such corruption. Then there are the instances where outright and obvious criminals are ignored by the police. Such persons may be police informers, or relocated witnesses.

I’m not suggesting that Mark James owes his survival to any of these explanations, but I believe he does have a ‘guardian angel’. It may have been pressure from this celestial quarter that persuaded him to carry on after ‘standing down’ in 2014 rather than the council panicking when they realised the size of his severance package.

Mark James may have been put in place as chief executive of Carmarthenshire County Council, and has been maintained in that position, to oversee the anglicisation of the county.

Let me explain.

If you listen to Labour Party historians they will talk about towns or areas that are ‘iconic’ in the party’s history and development, Merthyr and the Rhondda come to mind. For those of a more patriotic bent, Carmarthenshire fills this role through Gwynfor’s 1966 by-election victory and the county delivering the votes that won the 1997 devolution referendum.

In addition, Carmarthenshire is the geographical ‘bridge’ between the rural heartland (or former heartland) of Plaid Cymru and the urban south. Add to that the fact that Carmarthenshire’s seats at Westminster and Assembly level are either held by or are vulnerable to Plaid Cymru, and the county becomes a prime target for the kind of attention I’m suggesting.

Part of this ‘attention’ is the insane and unneeded housing developments being imposed on the county . . . yet welcomed by Mark James and his circle of senior officers, almost all imported from England. Despite being born in Merthyr, Mark James has no feelings for Wales or her identity whatsoever, and is actively working to see Carmarthenshire anglicised.

That may be the reason he was directed to Wales, and why he has been allowed to keep his job when anyone else would have been forced out years ago.

But of course this does not explain the woeful impotence of Plaid Cymru in Carmarthenshire.

NATHAN GILL MEP

News reaches me from an anonymous source concerning our much beloved UKIP MEP Nathan Gill of Hull and Menai Bridge. You may recall that I have written of Mr Gill more than once – about a dozen times in fact – so you may care to refresh your knowledge of the great man by starting here then working back from the links provided.

In particular, I would draw your attention to this post, Nathan Gill: It Just Gets Worse, because the information I have received concerns an incident mentioned in this particular post. Mr Gill owned a church in Hull that he was hoping to develop in some way, but on November 5th 2001 it caught fire, Mr Gill was quoted in the Hull Daily Mail as saying that ” . . . some residents had seen youngsters aiming fireworks at the church”.

Though a source I had in Hull a while back described the fire as “suspicious”, and insisted that Nathan Gill’s application for planning permission had been refused.

The information I received a couple of days ago says, “Before the fire in the grade 2 listed Hull church Gill had all the Oak paneling and benches stripped out, Brian Quilter sanded and reused them to Oak panel Lledr House and make window shutters.”.

Brian Quilter is one of Gill’s US Mormon brothers-in-law, married to Gill’s sister Melanie, and the couple lives in Lledr House, Dolwyddelan. Maybe the panelling referred to can be seen in this photo from TripAdvisor. Read more about Brian Quilter in Nathan Gill, Family Man.

Now there’s nothing wrong in what is described. Obviously Gill bought the church, planned to do whatever he planned to do, and in preparation for that – though perhaps in advance of receiving planning permission – stripped the building and let his brother-in-law have the panelling and the benches. All perfectly innocent.

Though less generous souls than what I am might suggest the possibility of foreknowledge.

JOHN BOY BAYLISS

I know you’ve been asking what our wandering boy has been up to lately, and the answer is, well, a bit more wandering. You will recall that last October I wrote The Case of the Disappearing Councillor in which I expressed deep concern for the whereabouts and welfare of Councillor John Boy Bayliss of the Uplands ward in Swansea. (In fact I have written quite regularly about John Boy and his friends, most of whom have now deserted him. Sob!)

At the time of writing the post just referred to, John Boy was giving his address as a property in Cambrian Place, in the city centre, a row of fine old town houses near the marina. In fact, where his friend and fellow-councillor Mitchell ‘Mitch’ Theaker had lived ere his departure to Araby. But now, I’m informed, he has moved again.

My concern for John Boy’s whereabouts last year was two-fold. After learning that he had taken a job in Bristol I was worried that the daily travelling between Swansea and Bristol might tire the poor boy. So I was almost relieved to hear that he was in fact living in Bristol, and merely using the Cambrian Place address as a letter-box. But then I thought, ‘Hang on, if he’s living in Bristol how can he remain a Labour councillor in Swansea?’

A message over the weekend directed me to updated information on John Boy’s council website bio (see below) which now has him living in Llangyfelach, still not in his Uplands ward, and as far from it as Cambrian Place.

‘But still’, I generously and paternalistically thought (well you know me), ‘it might not be in his ward, but at least he’s got a place of his own now’, but then I read the message I’d received again, and it suggested that this address is in fact the residence of one David Collins. So who is David Collins? Here’s his Linkedin profile.

Collins is clearly a Labour professional who appears never to have done a real job, having studied History and Politics at Brunel from 1992 until 1997 and then starting work in January 2000 as a Researcher and Political Assistant to Ann Jones, the former Labour AM for the Vale of Clwyd. (Leaving two and a half years unaccounted for on his Linkedin profile.) He now works as a Political Assistant to the Labour group on Swansea council.

So is John Boy shacked up with Collins, or is he engaged in a nightly tussle with the cat for the rug in front of the fire? I think we should be told!

Put both images from your mind, because further reading of the revised bio tells us that his correspondence address is “c/o Members Support Unit, Guildhall, Swansea SA1 4PE”, which suggests to me that he might not be living in Llangyfelach at all, and that this address doesn’t even serve as a letter-box.

The PR outfit John Boy works for recruited him because he is a councillor, and for no other reason. That being so they will of course give him time off to attend the important council and planning meetings, which in turn helps the Labour group on Swansea council maintain the fiction that their boy is still living in Swansea. Everybody’s a winner . . . except the people John Boy is supposed to represent.

This ‘Now you see him, now you don’t’ could be interpreted as a conspiracy on the part of the Labour Party in general, and certain individuals in particular, to maintain the deception that John Charles Bayliss still lives in Swansea and daily represents the interests of the people in the Uplands ward. If so, then perhaps the Local Government Ombudsman might be interested.

We know Councillor John Charles Bayliss does not live in Swansea. So my advice to the Labour Party in Swansea would be: Come clean, make John Boy Bayliss resign, and call a by-election in the Uplands ward.

P.S. I almost forgot to mention that John Boy is standing for the Assembly next month, he’s third on the list for Mid and West Wales, a region he knows intimately. His chances of being elected are slim, but of course Cardiff is nearer than Swansea to Bristol, so it would easier for Bayliss to commute from Bristol and turn his back on Swansea for good.

UPDATE 23:00: I am informed that David Collins no longer works for the Swansea Labour group, he has, I’m told, “been released” . . . into the wild? If so, will he be able to fend for himself, cut adrift from the Labour Party, all he’s ever known? I await reports that he has been spotted at night, scavenging in the back streets of Morriston.

 

Round-up: Rhigos, Aberystwyth, Cardigan, Pontypridd

CHINA TO RHIGOS

Not so long ago I wrote about the Pen y Cymoedd wind farm project, and developer Vattenfall’s use of bribery to win over or silence the local populace. (Click here and scroll down to the section Vattenfall of Money.) Well now I know the route by which the turbines for Pen y Cymoedd will be arriving . . . from China. Yes, China.

Because despite what it says on the Pen y Cymoedd website about, “Siemens, our turbine supplier”, they were not made in Germany, or anywhere else in Europe. We have here a Swedish nationalised industry with a German partner importing wind turbines from China! A journey of some 10,000 nautical miles by the quickest route and taking 22 days at 20 knots. Twenty-two days of a huge ship belching smoke, spilling oil, ‘accidentally’ emptying the bilges, and all manner of things falling overboard.

Though in fairness, it is suggested that these turbines, each in three sections (plus blades and spindle), will be shipped from China to Immingham (the major container port just south of Hull) in one consignment, before being broken down into smaller cargoes for trans-shipping to Swansea. The distance from Immingham to Swansea is 606 nautical miles so if, as suggested, coastal vessels are used, each carrying the component parts of a single turbine, this adds up to a further 92,000 nautical miles (counting return trips)!

With its turbines shipped in from China to Immingham and then shipped on to Swansea, with a total distance covered of some 102,000 nautical miles (plus 532 return lorry trips between Swansea docks and Rhigos), the Pen y Cymoedd wind farm project has the environmental credentials of a dozen coal-fired power stations, each run by a thousand spectacularly flatulent cows. Perhaps we might get a comment on this from La Bartolotti or those competing to succeed her as regional mouthpiece for the Green Party of Englandandwales.

Consider this, also . . . The European steel industry is suffering from Chinese steel being ‘dumped’ on the global market at prices with which European producers cannot compete. These Chinese-made turbines for Pen y Cymoedd will be landed in Lincolnshire, yet just a few months ago, and not far south of Immingham, it was announced that steel production will cease at Redcar with the loss of 1,700 jobs, and there are to be more redundancies at Scunthorpe. On top of which, the turbines are to be landed at Swansea docks, within sight of Port Talbot steelworks! Insult upon injury.

The turbines for Pen y Cymoedd are built in a country where environmental considerations are laughed at, then lugged across oceans, around coasts, and up steep gradients, before each of them is implanted in a concrete base the size of a football pitch in what had previously been virgin moorland. These turbines will provide no permanent jobs in Wales and the profits they generate will go to Sweden or Germany. All we shall see is the annual bribe, the pretty beads paid to the backward natives while their land is raped, again.

Let’s face it, ‘Green energy’ is a massive con. And few projects are proving to be a bigger, or a more insulting con, than Pen y Cymoedd. The turbines there will probably have to run for about 300 years just to pay off the ‘debt’ to the environment incurred by making and transporting the bloody things.

UPDATE 21:00: On Friday the 4th, a few days before posting this, I sent an e-mail to Vattenfall at Pen y Cymoedd asking where the turbines for the site were made. This afternoon I received a ‘phone call from Emily Faull of Vattenfall, a charming young lady who was able to give me a few more facts.

First, she confirmed that the turbine towers were made in China, but the blades and the spindles were made in Denmark and Germany. When I asked whether the turbines had come in through Immingham Ms Faull said no, and that on November 22nd she was at Swansea docks to see “64 sections” arrive on the good ship Amethyst from China. Though if this is the right ship, then it does not appear to have docked in Swansea on November 22nd, though at that time it was en route from Spain to the Netherlands.

Whatever, 64 sections represents 16 turbines (they come in 4 sections, not 3 as I thought), so there would still need to be another four similar voyages to bring the rest of them from China. Though Ms Faull was able to confirm that the transformers were landed at Immingham, and moved by road to Pen y Cymoedd. I’m not sure where the blades and spindles were landed, or how they reached Pen y Cymoedd if they weren’t landed at Swansea.

In a part of the conversation I had some difficulty following, Ms Faull said that it had been hoped to build the turbines at the Mabey Bridge works in Chepstow, but Mabey Bridge felt it was not worth taking on workers only to lay them off again after the Pen y Cymoedd contract was completed. There was also mention of the ‘Welsh’ Government, but what role those clowns played I have no idea.

I have sent Ms Faull another e-mail (07.12.2015) to clarify the remaining details.

UPDATE 18.12.2016: I received the reply today from Ms Faull. It reads:

“Many thanks for your email and apologies for the delay in responding.

Amesthyst landed on 22nd November and I visited the ship on 24th November. The attached photo was taken at Swansea Docks on 23rd November and 64 tower sections were on board. The remaining tower sections will also come via this route. As I said on the call Mabey Bridge were lined up for the tower manufacture, but subsequently withdrew from the bidding process.

The ship came from China and the only stops required would have been for refuelling and personnel changes.

The blades have not yet been shipped, but 192 of these will come from Denmark, with 26 coming from Canada and will again be off-loaded at Swansea Docks.

The size of the wind farm means that means that the operations and maintenance team of around 30 individuals will be based on-site and early next year the team will make a special effort to recruit skilled individuals locally.

With regards to the transformers, these were manufactured at ABB in Bad Honnef, Germany, each of which weigh in at around 125,000 kg and are around 6 metres wide and 8 metres long.”

So in addition to China, Denmark and Germany, we now have components for Pen y Cymoedd also coming from Canada. The environmental credentials of this project, never good, are now compromised beyond redemption. The jobs referred to “early next year”, for which it is hoped to recruit some locals, is not a “maintenance team” at all, this team is on site solely for the erection and installation of the turbines. Once that’s done there will probably be no jobs at Pen y Cymoedd.

The Pen y Cymoedd wind farm is all about money, it’s not about the environment, or even about the generation of electricity. The hundreds of thousands of miles taken up in transporting the components from around the world, by sea and by land, means that the project’s contribution to the environment is entirely negative even if it were to run at optimum output for centuries. Pen y Cymoedd is the most blatant ‘green energy’ rip-off I have ever encountered.

ABERYSTWYTH, THE NEXT RHYL?

Some of you may recall reading about five or so years ago that there was a terrible shortage of student accommodation in Aberystwyth, the poor dabs were dossing on the promenade, or else the lack of accommodation had driven them to outlandish places such as Corris where, it was rumoured, locals stared at strangers. Here’s one tale from the BBC in August 2011, and another from Aber Student Media a month later.

To answer this shortage of accommodation there seem to have been three separate responses. One was the university itself embarking on a building programme of ‘student villages’. The second response was that of investors buying up more large properties in the town for student lodgings. Third, local housing associations got in on the act – using public money, of course.

But now I hear that the bubble has burst, leaving the university with under-occupied ‘student villages’ that make 1960s East German architecture look attractive; private investors with Houses of Multiple Occupation suffering a dearth of multiple occupants; and overstretched housing associations . . . for example, the word on the street is that Tai Cantref is already docked up Shit Creek with its crew roistering in local taverns.

What had once been attractive and easy-going Aberystwyth University, three years by the seaside for an undemanding 2:2, started slipping down the league tables a few years ago. In July 2014 the decline was being reported in the Times Higher Education Supplement and by October even the students were getting worried. The continuing decline was reported in May 2015. Inevitably, this resulted in a drop in the numbers of students applying to Aber’ – at the same time as there was more accommodation for them than ever. What to do?

I suggest one doesn’t need to be a soothsayer to predict that with so many properties now available in a Welsh seaside town, properties almost all of which are designed to house single people, it’s only a matter of time before the problems start arriving from over the border. (Thank God there’s still a railway line from Birmingham to Aberystwyth.) I’m thinking now of the drug addicts and the petty criminals, and of course those recently released from prison, because some of the bigger properties in the town will be ideal as ‘halfway houses’ and bail hostels. (See ‘Tragedy in Pontypridd’ below.)

All this results from Wales having a higher education sector that is too big, a higher education sector that has been encouraged to grow irresponsibly, with no reference to the effects of this unwarranted growth on host communities. While the universities willingly played along, adopting a ‘stack ’em high’ philosophy dictated by business models and profit margins that inevitably resulted in falling standards. Leaving Aberystwyth caught in a vicious circle, a refuge for third-rate academics and students who can’t gain admission elsewhere, with this inevitably deterring those who can read walls.

And now there may be a heavy price to pay. Which would be sad, because like most people, I’m very fond of Aberystwyth, I’ve had some good times there, drunk and sober. But if Aber’ is on its way to becoming the Rhyl of Cardigan Bay, in order to protect the investments of local big shots and housing associations, who will dare challenge this development?

A LETTER FROM CEREDIGION

It’s been a while since this blog visited Cardigan Castle, but Lady Tucker and friends have been busy, and the results will take the project even further from the trust’s stated objectives of preserving the place “for the benefit of the people of Cardigan and the nation”.

The main contractors, Andrew Scott Ltd, have long since departed with their loot, leaving a very long snagging list of botched jobs behind them. A professional painter and decorator who visited recently commented that it was hard to believe from the state of some of the paint and plasterwork that the site had been handed over little more than six months ago.

But the departure of Andrew Scott has not meant that building work has ceased. Tucked away behind the main house and a small cottage is an outbuilding which was renovated by Andrew Scott Ltd to serve as a garage for guests staying in the 5 star self-catering East Wing. This is now being converted into accommodation for disabled visitors, and when it is finished early next year, it will join the three B&B rooms above the usually empty restaurant, the East Wing (sleeps six) and the Gardener’s Cottage (sleeps two).

And there are more exciting developments on the drawing board.

The old stable block which was restored from its ruined state at huge expense to serve educational purposes has been ear-marked by Lady Tucker for conversion into yet more tourist accommodation. This will not come cheap, and expect building work to continue well into 2017.

Also offering exciting potential for reconversion into tourist accommodation is a small house over on the eastern fringe of the castle complex.

Converting these buildings will mean ejecting the current occupants, including a popular cynghanedd class, and the removal of the only locally based groups still using the site to be re-housed well away from the castle by mid-2016.

No longer will well-heeled paying guests have to face the awful prospect of mingling with scruffy locals speaking gibberish, and the Cadwgan Trust can get down to the serious business of marketing the place as luxury tourist accommodation and a venue for weddings and corporate jollies. Or what we locals call a posh hotel.

Paving the way for this is a Wedding Fayre on 6 December, a time of the year when all but the most self-obsessed brides and their mothers will have other things on their mind.

Cultural heritage

The cultural bit will be confined to a few events (Gilbert and Sullivan, Shakespeare, etc.) in the summer, while as a sideline, non-resident visitors willing to part with a fiver will be allowed in to gawp at the large expanse of lawn and spend a few minutes in the couple of rooms containing exhibitions of old tat. “Look Jeremy, a smashed up old 1940s typewriter which once belonged to the old girl who used to live here!”

After an injection of £12 million plus, including all the funds raised locally and countless thousands of hours of unpaid voluntary work, the people of Cardigan will find that just a year after opening, the castle will to all intents and purposes have reverted to being a private fiefdom, this time run by Lady T and her friends from Aberporth.

Other recent developments include a parting of ways with Equinox, the Cardiff-based firm which tried to steer the castle through the PR catastrophes which dominated much of 2015.

PR is now being handled in-house by Sue Lewis whose portfolio of responsibilities also includes “facilities”.

When not working for Cadwgan, Sue moonlights for the dire Cambrian News, which also employs her hubby to report on local news.

Not long after it ran its notorious “Incomers are Nazis says Plaid candidate” headline, the Cambrian News was at it again with a piece which suggested that Hefin Wyn, the respected local author, journalist and prominent critic of the Cadwgan Trust, had run a campaign of harassment and “virtual persecution” against Glen Johnson, who has resigned from Cadwgan’s board and various committees more often than most of us have had hot dinners.

It subsequently turned out that the newspaper had published these very serious accusations, including a claim that Mr Johnson was having to resign to protect his family, without actually checking the facts or asking the castle’s history man for evidence to back up his claims.

The paper has refused to disclose who wrote the offending article or to hand over to IPSO, the press complaints body, what it says are e-mails citing persecution and harassment it received from Glen Johnson some weeks later.

Whoever wrote the offending article, Sue has clearly been reading a copy of “Teach Yourself PR”, including Lesson One: The Importance of Creating a Narrative because it is now being put about that she feels threatened in Cardigan, and is reluctant even to drive in from Aberporth on her own.

The narrative is that critics of Cadwgan Trust are a bunch of dangerous bigots and fanatics who, we are asked to believe, are lurking behind every lamp post and municipal litter bin between Pendre and Pwllhai in this small market town.

If it’s not the wicked Hefin Wyn and the snipers Cyfeillion Rhys ap Gruffydd have posted above Siop y Cardi, it’s the stiletto-wielding assassins of Cymdeithas y Chwiorydd and the suicide bombers of Merched y Wawr.

We’ll probably be able to read all about it soon in “Wales’ biggest selling weekly newspaper”.

TRAGEDY IN PONTYPRIDD

Some of you will have read accounts from the trial of two men recently convicted of murder in Pontypridd. One of the killers, and the victim, were residents at the Morning Star Inn, on Llantrisant Road. (The second killer was said to be of no fixed abode, but I suspect he too has a connection with the Morning Star.) As you might expect, I got to wondering about the Morning Star, and it’s quite a story.

The Morning Star was, until closed after the murder on February 28th, run as both a pub and a bail hostel or halfway house for released criminals. Owned and / or run by “former Egyptian police officer Saad Taha”. Here’s a report from July 2013 of a public meeting organised so that various authorities and local politicians could hear locals voice their concerns about the Morning Star. They relate things they have witnessed first-hand only to be met with a wall of denials and evasions.

According to DePlod despite reports of knife-carrying, discarded needles and bad behaviour in and around the Morning Star “there is little evidence this came directly from the Morning Star”. Of course not, it was pure coincidence. The incredulity increased when I read that Taha wants us to believe that even though these ex-cons are living above a pub, they are not allowed to drink in the pub! I battled through this storm of bullshit and made further enquiries.

In July 2007 there was a planning application (07/1389/10) for a “raised patio / bar extension – beer garden”, and in March 2008 (08/0393/10) for a “rear balcony”. The first application was submitted in the name of a Mr D Watkins and the second in the name of Saad Taha, so is it reasonable to assume that the Morning Star was still being run as a pub in 2007 but the premises changed hands some time in late 2008 or early 2009 and was then run as both a pub and a halfway house? Both applications were withdrawn.

Next, on September 20th 2011, Taha made an application (11/1140/10) for “Conversion of existing bar areas into bedrooms (Change of use).- amended plan received 25/11/11 – reduction in total number of bedrooms from 17 to 16 – amended location plan received on 26/01/12.” With the first floor already being used to house ex-convicts it appears Taha now sought to convert the ground floor (pub) area and even the basement (cellar). This plan was very wisely turned down by RCT council.

But then, on December 14th, 2012, another application (12/1293/09) was lodged, “Application for a Lawful Development Certificate for an Existing use as a public house and hostel.” Which I take to mean that Taha was now asking for retrospective planning consent for a building already being used – without permission – as a hostel. Planning permission was refused.

I find it significant, and rather confusing, that in his rejected planning applications of September 2011 and December 2012 Taha is asking for a “change of use”. Also confusing, is that the earlier of those applications states that there are already 16 bedrooms at the Morning Star, yet according to the WalesOnline report of the July 2013 public meeting the place only has only “seven beds”. Which is right?

Morning Star reviews

So here’s the question. Seeing as retrospective planning permission for a change of use to a hostel was refused in 2011 and 2012, why was the Morning Star allowed to operate as a hostel? Everybody in the area knew what the building was being used for, including the police and the council, so was it somehow allowed to operate as a hostel without the required planning permissions? If not, then perhaps someone at RCT council can direct me to the approval for the Morning Star to be used as a halfway house for criminals.

Another teaser is, who owns the Morning Star? Having checked on the Land Registry website using the correct post code I can find nothing under Morning Star or 59 Llantrisant Road. So we can’t be sure if Taha actually owns the property (as he claims) or if he’s merely an agent for someone else. Presumably Rhondda Cynon Taf council knows who owns this place, and if it is Saad Taha, why doesn’t he register his ownership with the Land Registry? He’s had long enough.

There’s something odd about the Morning Star saga. Not least, how does a former Egyptian copper end up running a halfway house in Ponty? And what checks were done into his background? Where do his ‘clients’ come from? And who supplies them?

Anyway, undeterred by the minor inconvenience of a man being beaten to death on the premises, and before those charged with the murder had been tried, Saad Taha was again thinking of profiting from the Morning Star when, on August 26th this year, he submitted a planning application (15/1170/10) that reads, “Proposed change of use from existing public house and bedrooms to 6 no. self contained flats”. Wording that raises yet more questions.

For example, why does it describe a home for ex-cons as “bedrooms”? Or is this more evidence that no permission was ever granted for the property to be used as a hostel? Though a bigger worry for the local residents should be, who is going to live in these flats? Given the record of Saad Taha, Rhondda Cynon Taf council, and the pooh-pooh police, locals have every reason to be concerned.

Boors & Crooks; Cowards, Spooks & Idiots

BOORS: ENGLAND 25 – 28 WALES

Well done, boys. That was a truly epic game last Saturday night.

Though I must admit that I’ve been losing interest in rugby for a few years now. Maybe it’s because skills seem to have been sacrificed for bulk, ‘upper body strength’, ‘big hits’ and a litany of other cliches that don’t sound any better even if they’re spoken by Jiffy or Eddie Butler.

Or perhaps it’s the scrum, which nobody understands, and I mean nobody. Certainly not the referees, who seem to come to decisions using the tried and tested ‘Eeny, meeny, miny, moe’ system. Then there’s the rolling or driving maul, sixteen suspiciously muscular men grunting, grappling and pushing each other. Anyone finding that attractive might be in need of help.

Then there’s the way the game is organised in Wales, or rather, who organises it. Here of course I’m talking about the Welsh Rugby Union, one of the most blatantly Anglophile and Unionist bodies we’ve got (and that’s saying something!). Obvious from the feather duster badge with it’s ‘Ich Dien’ motto to the patrons, and from the refusal to use the Welsh language to the Prinz Wilhelm Cup. The last being a meaningless trophy for which Wales competes against a team that is still mainly Afrikaner, in other words, the descendants of those Boer republicans who took up arms more than once rather than be ruled by England and her royals. An insult to two nations.

And what of those who attend rugby internationals? We’ve all read of corporate ‘hospitality’ taking over, with the best seats taken up by men who couldn’t tell a flanker from a banker, and women who are there to be seen seen rather than to watch any irritating distractions on the field. Apart from these, we all know people who go to rugby internationals who wouldn’t cross the road to watch their local side. Just look at attendance figures for regional and club rugby (with Ponty’ and a few other commendable exceptions). How different to football.England fans

It may be even worse in England. The braying of Swing Low Sweet Chariot by thousands of inebriated middle-class Englishmen is one of the weirdest phenomena in sport. Or indeed in any context. I won’t try to analyse it. And what of the dressing up, as medieval knights (often slaying dragons), or 19th century colonial administrators, replete with pith helmets! Do they realise what prats they look, and what message they’re sending out about themselves, and their attitudes to others?

Perhaps they don’t care, for within the dark heart of an England rugby crowd you will find the most dangerous elements of the species; arrogant, intolerant and utterly convinced of their own superiority. Worse by far than the racists one finds at the fringes of England football crowds, because the Barbour-clad yob being carried home by his sweet chariot will too often have the power to indulge his prejudices in ways more far-reaching and pernicious than the outbursts of violence to which his working class compatriot is limited.

But I don’t want to come across as curmudgeonly at this time of officially-sanctioned national euphoria. So let me wish the boys the best of luck on Thursday against Fiji. Though if we should be knocked out, and if England should go through to the quarter-finals in our stead, don’t forget to switch your support to England. Believe me, it’s what the Welsh Rugby Union, and our political class, expects of you.

CROOKS: SOCIAL HOUSING

Over the past sixty years rural and coastal areas of Wales have seen many tens of thousands of new homes built that were never intended for local buyers. This may once have been more obvious in areas such as the north coast, but it is now national. Even out-of-the-way villages in Powys such as Abbey Cwm Hir are no safer from ‘developers’ (what a curious use of the word!) than Abergele or Aberystwyth. To the point where, contrary to the nonsense we are fed about a ‘rural housing shortage’, rural Wales actually has a housing surplus when the housing stock is judged against any future indigenous demand.

Moreover, the situation we find in rural parts of Flintshire and Wrecsam (currently being re-branded and marketed as ‘West Cheshire’), Denbighshire, Conwy, Gwynedd, Ynys Môn, Ceredigion, Powys, Monmouthshire (sic), Pembrokeshire and large parts of Carmarthenshire, is that locals are often priced out of a housing market distorted by external forces. Which is then cleverly used by planners and aforementioned ‘developers’, estate agents and others, as an argument to build yet more new housing . . . from which most locals are again excluded. Which presents us with the dystopian choice in which house prices can only be brought into line with local purchasing power by a) either collapsing the market through building enough houses to satisfy all demand from over the border, or b) introducing legislation to reserve a percentage of the housing stock for local buyers.

But the housing problems of rural Wales are not confined to the private sector. Regular readers of this blog will know that I have written on the subject of housing associations many times before, and for a number of reasons.

1/ It annoys me to see public money being given to what are effectively private companies for them to spend on housing for which there is often no local need, and where local need does exist the mechanisms at play in the Englandandwales social housing sector ensure that many properties in Wales – paid for out of the Welsh public purse – are allocated to applicants from England having no connection with the places to which they’ve been deported.

2/ Despite being given inordinate amounts of public funding there is no obligation on housing associations to detail how the money has been spent.

3/ Nor is it possible to find other information, because housing associations are exempt from the provisions of the Freedom of Information Act.

4/ At a time when the ‘Welsh’ Government argues for fewer and more efficient local authorities it funds dozens and dozens of housing associations. Giving us the absurd situation where an area might have ten housing associations, in competition with each other, doing the job that would once have been done – and far cheaper – by the local authority housing department.

In the hope of explaining the problem of out-of-control and unaccountable housing associations let me use a couple of examples supplied by Wynne Jones of Cardigan. I’ve never met Wynne Jones I. Eng. A.C.I.W.E.M., but he got in touch a few months back and let me see letters that have passed between him and various representatives of the ‘Welsh’ Government, local councils, and housing associations on a number of issues.

One is a development in Cardigan that has already swallowed up a great deal of funding but now seems to have hit the rocks. This is / was a project to convert a building on the High Street into 16 flats, and for which the Tai Cantref housing association has already received £782,543 in Social Housing Grant from the ‘Welsh’ Government. I’ll repeat that for the hard of reading – £782,543! As you can see, the photograph was taken on May 1st (by Wynne Jones), but little has changed since then, as the main contractor has gone into receivership. Are there local tenants lined up for these flats? If so, then they’ve got a long wait. If not, then – as is so often the case – this becomes a speculative development using Welsh public funding to house people who, as yet, have no idea they’re going to be moved to Wales.

Another example of the freedom enjoyed by housing associations is shown in the case of Tai Ceredigion at the former Meugan Centre in the town. (See picture below by Wynne Jones.) Seeing as the land in question is – it is believed – owned by the county council Mr Jones first wrote to the council on April 11th asking if planning permission had been granted a) for the demolition of the Centre and b) to allow the site to be used as a builder’s yard. He wrote again on May 6th . . . and May 26th . . . June 25th . . . July 14th (twice) . . . August 17th . . . then, finally, on August 18th he received a reply which told him that the ‘developers’ (that word again!) had now been told to apply for retrospective planning permission to use the Meugan site as a depot, but on the other matter that, “A determination decision was made on the demolition of the Centre in 2014 – planning reference A140036 – deciding that prior approval was not required for the proposed works”. (My underline.)

When Mr Jones pointed out that the planning reference A140036 was not available online, he was told that he could view a hard copy at the council’s offices in Aberaeron. He went through the advised procedure and made an appointment for 9am on August 15th . . . which was not confirmed.  After another exchange of correspondence in which he again asked to view the document, and also requested the council’s reasons for withholding it, he was told, “The request is considered to be exempt under S21 of the Freedom of Information Act since what you have asked for is reasonably accessible by other means. The information you require is available for viewing at Neuadd Cyngor Ceredigion, Penmorfa, Aberaeron.” This Kafkaesque response ignores the fact that Wynne Jones wants to see the document, and is prepared to turn up in Aberaeron at 9am, bright-eyed and bushy-tailed, but the council is refusing to co-operate.

I suspect that this document may not exist, perhaps it has not yet been written. But whether planning reference A140036 exists or not, it’s quite clear that Cyngor Ceredigion is reluctant to let Wynne Jones see it for himself. What’s also clear is that Cyngor Ceredigion allows housing associations degrees of latitude that private citizens or other companies can only dream of.

COWARDS: THE ‘WELSH’ MEDIA

One problem with ‘Welsh’ housing associations and the Englandandwales allocation system into which they’re currently locked is that Welsh communities get lumbered with some very unsavoury  people, partly because housing associations (and indeed private landlords) can make more money from housing those euphemistically described as ‘vulnerable’ (i.e. criminals) and those with ‘issues’ (ditto) than from housing law-abiding locals.

This allocation system – plus the workings of the Englandandwales criminal justice system – often explains why Welsh communities end up hosting criminals and dysfunctionals such as these.

A more recent case was this one. ‘Notorious convicted paedophile flees North Wales after he was outed online’ screams the Daily Post headline. Good. But the real story here, the one the DP should have looked into, was who relocated him to Nantlle? And who is responsible for dumping known and dangerous English criminals in Rhyl, Blaenau Ffestiniog, Kidwelly and countless other Welsh towns and villages? But to answer that question would expose another form of abuse, one in which Wales is taken advantage of by our mighty neighbour . . . so our ‘Welsh’ media backs off.

Yes, our wonderful ‘Welsh’ media; never asking the difficult questions but always ready to put the boot into Wales and things Welsh if the assault can be presented as a principled condemnation of ‘extremism’, ‘racism’, ‘narrow nationalism’ and anything else that doesn’t conform to the view that ‘Welshness’ is just a quaint and touristy regional oddity, little different to Englishness (except in a harmless and manageable sporting context) and always subservient to Britishness.

SPOOKS: CAMBRIAN NEWS

As the Welsh weekly newspaper with the largest circulation, covering an area running from north Pembrokeshire all around Cardigan Bay to Pen Llŷn, and containing constituencies and local authorities where the Welsh voice is strong, it was inevitable that the Cambrian News would be a vital cog in this permanent propaganda offensive.

The role played by the Cambrian News was first brought home to me some twenty years ago when the ‘paper carried what purported to be a letter from a survivor of the Holocaust, now living in the USA, who had visited the National Eisteddfod and been appalled because the youngsters he saw on the stage there reminded him of the Hitler Youth. The letter was typical black propaganda, designed to traduce things Welsh and thereby put Welsh people on the defensive, make them question or be less ready to defend the things they hold dear.

I recognised this letter for what it was, and in the hope of exposing the fraud I wrote to the address given for the letter writer, making sure that my own address was there on the envelope as ‘sender’. The address given for the writer was in “Upper State New York”, no zip code and, as most of you will know, Americans use the term ‘Upstate New York. My letter was returned by the US Postal Service, along with two other letters from Wales sent to the same, non-existent address.

When you know what you’re looking at, or what you’re looking for, then you can go through a rag like the Cambrian News and pick out examples of this strategy quite easily, especially when our masters wish to make a specific point. Such a case came towards the end of 2013 when Cyngor Gwynedd debated raising the council tax on holiday homes. The mere suggestion prompted a letter to the CN arguing that raising council tax on holiday homes would be ‘racist’ (that favourite allegation!), before suggesting that such a measure might lead to a resumption of arson attacks!

The debate rumbled on, I got involved, ridiculing the suggestion that anyone would be incited to burn holiday homes if those properties paid more council tax, which in turn encouraged someone to suggest that I had made the suggestion of arson attacks but, cleverly, without actually saying I’d said it.

In the post I’ve linked to there are two letters worthy of note. The first is from a ‘Pat Beaumont of Shropshire’, and the second from a ‘Stephen Smith of Sunbeach Holiday Park, Llwyngwril’. Both are gems. They are full of non-sequiturs, scaremongering, misrepresentation, and getting people to believe that raising council tax on holiday homes is little different to burning them down. I believe Cambrian News Nazisboth letters are as genuine as the one from the Holocaust survivor in ‘Upper State New York’.

This bizarre defence of holiday homes is quite easy to explain, and has nothing to do with economics. From ‘a certain perspective’ holiday homes are viewed as a weapon in the armoury being used to ‘integrate’ Wales with England. In other words, they help anglicise Wales and thereby remove the threat of nationalism. Consequently holiday homes must be defended. Simple as that.

A more recent example of how the Cambrian News is used by others as a conduit and an outlet for anti-Welsh propaganda was the attack on the Plaid Cymru candidate in Ceredigion prior to this year’s General Election. I dealt with it here. To understand this extraordinarily vicious attack you must appreciate the wider political context.

Ceredigion was held by a Liberal Democrat MP, yet after five years in coalition with the Tories the Lib Dem vote was collapsing. Also, after five years in government, the Tories themselves were expected to lose votes and seats. In Scotland, the only question was whether the SNP would have a clean sweep of MPs. Everyone expected a hung parliament, with Labour running the UK in coalition with the SNP, Plaid Cymru, SDLP and Greens. In fact, it was the English tabloids frightening their readers with the prospect of Alex Salmond in charge (despite him no longer being leader of the SNP) that won the election for the Conservatives. In that context, anything that the darker forces of the British State could use to damage the prospect of Labour-SNP-Plaid Cymru rule was worth a try. The Cambrian News played ball, as always.

IDIOTS

Though sometimes the Cambrian News’ desperation to push its anti Welsh – and in our local edition, anti-Plaid Cymru and anti-Gwynedd – message is sometimes almost funny. Take this story from last week’s Meirionnydd edition. (No, of course I didn’t buy it.) Some Englishman named Paul Taylor living in Bryncrug, about two miles out of Tywyn, received what everyone has received recently, the electoral registration form, but claims he got confused because the form was ‘labelled’ in Welsh. (‘Labelled’? Does he mean ‘addressed’?)

So here we have someone who receives what is obviously a communication from the council, one being delivered to every home in the county; if it had been written in Chinese its nature and purpose would have been obvious – yet he cannot see it for what it is, and when he consults his friend – who is “pretty proficient in Welsh” – these great brains conclude that the mysterious communication is addressed to a woman called Annwyl ddeiliad! (I know her intimately.) Eventually he is told what it means. Now seeing the dastardly plot for what it is – an attempt to deny a free-born Englishman his rights, the outraged Paul Taylor contacts the Cambrian News.

I have no way of knowing whether this man is just stupid, or whether he’s a fully-fledged bigot. But any responsible newspaper would at this point have spared him embarrassment by declining the ‘story’; and any reporter worthy of the name would have laughed out loud on hearing it. But this is the Cambrian News, the spooks’ mouthpiece, and so it does what it does and publishes this unadulterated bollocks, conveying the predictable messages that, ‘ . . . shouldn’t use Welsh on official communications . . . anti-democratic . . . discriminatory . . . anti-English . . . whatever next? . . . God Save the Queen!’

Here’s some advice for Paul Taylor, who clearly gets confused by anything that’s not ‘labelled’ in English. Next time you buy a bottle of Scotch don’t hand over your cash ’til you get a translation of Glenfiddich! And avoid French restaurants . . . Italian restaurants too. And if you win the Lottery, don’t start celebrating until them Champagne labels are translated. (Bloody Frogs!) Then, when you’ve sobered up, and are looking around for a motor, don’t write the cheque until them Eyties translate the Ferrari label into English. Same with flying to they there foreign places with funny names – Rio de Janeiro? come off it!

And this place where you’re living, called Bryncrug, it’s obviously part of this massive anti-English conspiracy of which you are so clearly a victim, so demand that it be ‘re-labelled’. In fact, get in touch with the Cambrian News, they’ll probably start a campaign on your behalf.

UPDATE 01.10.2015: There was a very good letter in today’s issue of the Cambrian News responding to the bigotry and intolerance displayed last week. Had I written this letter I would also have criticised the Cambrian News‘ editorial judgement in treating such ugly views as a worthwhile news item. But as I point out in the post, this is how the Cambrian News has operated for many years.

Updates, etc: Cardigan Castle, Organ Harvesting, Overseas Aid Programme, Housing Associations, Labour Leadership Contest

CARDIGAN CASTLE

I don’t want anyone to think I’m picking on the women running and wrecking the Cardigan Castle project (nor would I want anyone to think I plan on ignoring them!) but I couldn’t write this post without a mention of developments since my previous post. Here’s a selection.

Someone informed me that at one meeting Jonathan ‘Joff’ Timms opined that Rhys ap Gruffydd and his sons were “nothing but savages”. Which again raises the question: Who the hell is Jonathan Timms and who invited a man living in Kent, England, to get involved?

Another informant sent me a copy of a letter sent to the Carmarthen Journal about three or four years ago, which served to revive an earlier suspicion that the Castle project may be disguising an even more self-serving undertaking involving property grabbing, and that this explains the two trusts. (I would appreciate a good photograph of the Green Street properties.) Elin Jones’ remarks are worth noting.

I am indebted to a third informant for this link which suggests that the Facilities Officer vacancy – the post now filled by Sue “ENGLISH” Lewis – was advertised from December 23rd 2014 to midday on January 2nd 2015. In other words, from Christmas Eve to New Year’s Day. How the hell were they allowed to get away with this?

Rumours persist that non-Gang of Four trustees are ready to jump ship, leaving mesdames Tucker, Lewis, Davies and Jones even more exposed. Moves are also afoot to call an Emergency General Meeting.

Equinox, the Cardiff PR firm working for the Gang of Four, has requested an urgent meeting with local critics. This panic move may have been instigated by the project’s funders becoming worried by the amount of shit now hitting the fan.

Gareth Gregory, the Heritage Lottery Fund’s man on the case, is known to be in the pockets of the Gang of Four. Or should that be ‘handbags’? Or would that be sexist? Who cares?

Here’s the ‘Rhys ap Gruffydd’ Proclamation read out at 7pm on Saturday outside the Castle main entrance, which I understand will also be read out at the Meifod Eisteddfod.

Elsewhere, the Pembrokeshire Herald and its Carmarthenshire sister-paper ran full-page pieces using much of the information I’d supplied on my blog. I only have a photo of the article as I couldn’t get a copy of the newspaper to scan for you, but I was sent a transcript, which you can read here.

Saturday night saw the Bellowhead concert at the Castle. To judge by the photograph I was sent the audience was in the age group 55 – telegram from Beti.

However successful the Gang of Four may want us to believe the Bellowhead concert was I can’t help thinking that a performance of Wagner would have been more appropriate given the situation they’re in, for Götterdämmerung is surely approaching. I’d just love to see the lot of them in horned helmets, wielding spears and shrieking, as a local mob storms the castle. Well, laff!

STOP PRESS: I am now told that during the interval, and at her insistence, Vicky Moller, Plaid Cymru list candidate in Mid and West Wales, was led to the mic by compère, Brychan Llyr (Dic Jones’ son, of Jess fame). She gave a rousing speech, saying that without the diligence and hard work of Cris Tomos (now given the elbow) the renovation would not have been possible. Brychan expressed similar sentiments. Then the control freak Gang of Four tried to prevent Brychan from introducing Bellowhead, but after much heated discussion he did, before leaving the castle grounds.

Finally, the Aberporth connection has been strengthened with information about the bizarre, oversized ‘bardic’ chair to be found at the Castle. Here’s a photo I took on my visit a couple of weeks ago of my wife sitting in it. (No, she hasn’t got a round, flat, black head,) This chair is said to have cost £12,000 but no one seems to recall any tendering process. The artist responsible is a Paul Clarke of . . . Aberporth! He has done work in Aberporth, paid for by the community council, on which body we of course find Jann Tucker. I suggest you read the comments by ‘Rhodri’ to my previous post. He also suggests that the escutcheons and armorials employed are not authentic, having little or nothing to do with Rhys ap Gruffydd, The Lord Rhys.

ORGAN ‘HARVESTING’

Not a subject I’d normally write about but friends of mine in Llanelli got to thinking about the ‘Welsh’ Government’s proposal to assume that if you don’t expressly say No then you agree to have your organs whipped out and re-used ASAP after your encounter with the Grim Reaper. The leaflet they were reading gave a phone number, and this took them to a call centre in Bristol, and a helpful young Bristolian. This, remember, was for enquiries into a ‘Welsh’ Government initiative.

The big question they asked was, ‘If I agree to donate my organs, or don’t opt out of any new scheme of assumed donation, will my organs stay in Wales (cos they’ll only get homesick otherwise)?’ ‘Er, no, they can end up anywhere in Englandandwales’. ‘Hang on, you’re saying there’ll be an opt-out system in Wales running parallel with an opt-in system in England?’ ‘Um, yes’. ‘Which will mean that the vast majority of the organs taken from Welsh stiffs will end up giving new life to our English neighbours?’ ‘Yup, that’s about the size of it’.

At this point my friends thought they’d be clever and demand the Welsh language service, as the leaflet said they could. ‘I’ll get someone to ring you back’, said the HYB. After half an hour or so the call came, again from Bristol. The Welshman they spoke with said he enjoyed working in Bristol because he and the other Welsh speakers get paid more than their English colleagues because they also answer calls in English. (Which must do wonders for workplace harmony and Welsh-English relationships!)

So there you are, if you agree to donate your organs, or don’t opt out of presumed consent, your kidneys could end up keeping alive a frothing-at-the-mouth Kipper, your liver in some Daily Mail journo. This is the kind of insane situation that can only arise when certain powers are devolved within an overarching Englandandwales framework. This is the sham devolution we have in Wales, and in this instance it appears that Wales is being used by England for organ harvesting – with the co-operation of the ‘Welsh’ Government!

OVERSEAS AID PROGRAMME

I bet that heading surprised you! It certainly surprised me when I discovered that the poorest part of Europe, a country that has received billions in EU aid, is sending money to Africa. Let me explain.

On June 18th I posted ‘Welsh Poverty and “Welsh” Labour’s Third Sector Money Pit‘ and in that post I looked at the careers of husband and wife team Travers Merrill and Rose Mutale Nyoni Merrill. Travers was at the helm when the good ship Rhondda Life hit the rocks, while Rose’s Third Sector racket is BAWSO. Together they also run a private endeavour called ABESU, which, to quote the company’s website, is “a UK charity working in partnership with the ABESU Women’s Housing Co-operative in Zambia to self-build houses and establish sustainable livelihoods”. Nothing surprising there, seeing as Mrs Merrill is from Zambia.

Curiosity drove me to flick through the ABESU accounts, where I found that in the year ended March 31st 2014 ABESU had received £2,000 from the ‘Welsh’ Government. Not a great amount, but why is our puppet regime down Cardiff docks giving anything to an organisation that doesn’t even operate in Wales? As is my wont, I submitted an FoI on June 22nd. On July 1st I received an acknowledgement that promised an answer by July 16th. When that hadn’t arrived by July 23rd I wrote again, and my answer came the following day. I asked the ‘Welsh’ Government to:

1. Confirm or deny that the Welsh Government gave Abesu £2,000.

2. If confirmed, please explain the reason for the Welsh Government giving £2,000 to Abesu, and from which funding ‘pot’ the money came.

3. Confirm or deny that the Welsh Government gives funding to other organisations that do not operate in Wales.

4. If confirmed, please supply a list of such organisations together with the amounts given, and from which ‘pots’ the funding is secured.

The response I got, from ‘the Office of the First Minister and Cabinet Office’ (‘Cabinet Office’ FFS!) said:

“I can confirm that a grant of £2000 was given to Abesu. This was by way of a grant from the Wales Africa Community Links project which was run by Wales Council for Voluntary Action (WCVA) and funded by the Welsh Government’s Wales for Africa programme.

I can confirm the Welsh Government does provide funding to other organisations that do not operate in Wales. However, with regard to the list of organisations and the amounts given, I have estimated that it will cost more than the appropriate limit established in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 to consider your request and because of this the regulations allow me to refuse to deal with it.”

The letter went on to explain why I would not have a full response, ‘over the £600 limit’, etc. A couple of sentences in this explanation caught my eye, and you may also find them interesting. They said: “The Welsh Government’s finance system contains over 14,500 companies and organisations whose address is outside of Wales. During financial year 2014/15 there was (sic) 2,331 transactions made against these companies”. Suggesting that far too much of the money spent by the ‘Welsh’ Government is leaving Wales.

Anyway, returning to the ‘Welsh’ Government’s Wales for Africa programme. With the best will in the world, it’s difficult not to see this as yet another excuse to give money to Labour’s cronies in the Third Sector. This time by sending them on African jollies to “enhance their leadership skills” and have their photographs taken with ever-so-grateful Africans. This kind of lunacy is almost bound to happen in the system of sham devolution we know in Wales. We have a bunch of pseudo socialists (many just pseuds) behaving as if they’re running a real government. And of course, the civil servants who really run Wales, and their masters in London, are more than happy to let these self-deluding buffoons waste our money.

Message to Carwyn and the gang: Stop playing stupid games; you are not a real government, Wales is poor, so we do not have money to spare for Polly and Dominic to go showboating in Africa.

HOUSING ASSOCIATIONS

When it comes to events and functions, weddings and conferences Cardigan Castle may not be seeing many paying customers, but one organisation that has been there a couple of times is Cantref, the housing association and white trash importer. A comment to my post The Colonisation of Wales: Help Needed tells us that things got a bit out of hand at Cantref’s AGM when, for some reason, the tenants were bused in for a hog roast and all the booze they could drink! Read the comment for yourself.

This munificence is surprising given that Cantref may be entering Shit Creek. (Regularly laying out a few grand on hog roasts and piss-ups don’t help!) For the comment tells us that some of the commitments Cantref has taken on, such as the student accommodation in Aberystwyth, may not be turning out as planned. Hardly surprising when we see Aberystwyth Uni slipping down the league table faster than Cardiff City. Boom! boom! (Couldn’t resist it!)

‘Insider’ also tells us that, “There is something else going on but the sleepy local rags haven’t got a clue yet . . . more news on that later as it’s too dangerous to mention that yet – no wonder three top directors left all of a sudden before year end accounts, local housing consultant David Hedges of Cyngor Da being one of them”. David Hedges is the son of the former Glamorgan cricketer Bernard Hedges, who died in February 2014. (Many is the time I saw Bernard Hedges play at St. Helen’s.) His website, particularly the bullet point ”Cyngor Da’s approach’ is unmitigated Third Sector bollocks-speak. And although the stars favoured him with a Swansea birth Dai seems to have headed into the sunset and relocated to Cardigan.

Naturally I tried to make enquiries into Cantref’s financial health, but unless you’re prepared to pay through the nose for them there’s no way of getting the figures. The problem is the status of housing associations. If they were charities then it would be a simple matter to visit the Charity Commission website and get the latest accounts gratis. If they were companies then it would be easy to get a financial picture from any number of sites, and pay for specific documents. These would also be available – and usually cheaper – on the Companies House website.

But because housing associations are Industrial and Provident Societies, registered under the Co-operative and Community Benefit Societies and Credit Unions Act 1965 it means they are registered with, but not regulated by, the Financial Services Authority, which then means you have to apply for any document you want and the cost becomes prohibitive.

No doubt defenders of housing associations will tell us that there is usually an annual report available on their websites. Rubbish, just look at the Cantref Annual Report, it’s just flim-flam and photographs, no better than propaganda, and nothing like the audited accounts available for charities and private companies. And if that wasn’t bad enough, housing associations are not covered by the Freedom of Information Act, unlike your local council’s housing department . . . assuming your local council’s housing stock hasn’t been taken over by a secretive and acquisitive housing association.

I don’t believe that housing associations should be regarded as anything other than the private companies they are. Put quite simply, housing associations do not meet the criterion used by the FSA for Industrial & Provident Societies: “An industrial and provident society is an organisation conducting an industry, business or trade, either as a co-operative or for the benefit of the community.

It is now anomalous that they are treated the same as community organisations and private members clubs. They are – in all but name – private companies, consequently there should be no more funding from the public purse.

LABOUR LEADERSHIP CONTEST

Another subject you may be surprised to find me writing about. And while I can’t deny deriving a great deal of pleasure from seeing the bruvvers and sissters poking each other in the eyes this is, I assure you, an attempt to make a more profound observation.

Last Wednesday I watched a debate on Newsnight between three Labour MPs, Mary Creagh, Emily Thornberry and Diane Abbott. It seems that Creagh and Thornberry nominated Jeremy Corbyn for the leadership, but had no intention of voting for him, and were now worried that this ‘oppositional’ candidate might win! Abbott was there, presumably, to speak up for Corbyn.

We were also treated to a film of an increasingly wild-eyed and delusional Tony Blair telling his party’s members that if their heart said Corbyn then they should get a transplant! His former ‘advisor’, John McTernan, called those MPs who nominated Corbyn “morons”. It’s worth reminding ourselves that the most recent entry on McTernan’s CV is Chief of Staff to Jim Murphy, leader of ‘Scottish’ Labour in May. The political equivalent of being Custer’s chief scout at the Little Big Horn.

Anyway, the issue seems to be that the great majority of Labour MPs think Corbyn is too Left wing, but at the time of the Newsnight broadcast polls had him as the most popular choice, certainly with trade unionists and ordinary branch members. Which has left Creagh, Thornberry, Margaret Beckett (who’s admitted to being a ‘moron’!) and others suffering from Dr Frankenstein syndrome. It was one of the most enjoyable Newsnights I’ve seen for some time.

To justify rejecting Corbyn Creagh and Thornberry used the argument that Labour would be unelectable with Corbyn in charge, and unless the party wins the next election then Labour will be unable to help the people. Persuasive . . . until they expanded on that and you realised that for them winning elections is an end in itself, and this, they believe, can only be achieved through Labour being indistinguishable from the Conservatives.

The name Emily Thornberry rang a bell with me, but I had to check before I realised that she it was who had insulted the flag of England and those who proudly wave it. She was condemned as a snob for that episode, and watching her on Newsnight I could see why. It was an almost unique experience: she spoke well, her arguments were well marshalled, and yet . . . rarely have I heard anyone be simultaneously eloquent and repulsive.

She is clearly arrogant, to the extent that she kept cutting across Kirsty Wark! (Isn’t that a hanging offence?) But it was her patronising and condescending attitude towards Diane Abbott that really clinched it. She was, and in a way one rarely sees outside of the theatre or television, looking down her nose at the MP for Hackney North and Stoke Newington.

The Labour Party has a massive problem on its hands with this election, for it has exposed the chasm between the unworldly professional politicians in the Westminster bubble and those ordinary party members who oppose starving the poor, who believe in pursuing tax dodgers, and who are clearly unhappy with a Labour Party that is little more than the Conservative Party by another name.
